Kittitas County Shoreline Master Program <br />not exceed the minimum size necessary. The joint use of piers and docks is <br />encouraged. <br />7. New piers and docks, excluding docks accessory to single-family residences, should <br />be permitted only when the applicant/proponent has demonstrated that a specific <br />need exists to support intended water-dependent or public access use. <br />8. A port district or other public or commercial entity involving water-dependent uses may <br />demonstrate a future need for a pier or dock according to WAC 173-26-231(3)(b), and <br />seek approval of a pier design, size, and construction. <br />9. New and existing docks should be designed to be fish-friendly (e.9., grating to allow <br />light penetration, and use of non-toxic materials). <br />10. The County shall prohibit the construction of private docks on all rivers except the <br />Columbia River. <br />11. Ovenrvater structure design, construction, and use shall minimize degradation of <br />aquatic, near-shore, and shoreline habitats. <br />B. Requlations <br />1. For purposes of this chapter, "boating facilities" excludes docks serving four (4) or <br />fewer single-fam ily residences. <br />2. Private docks shall be prohibited on all rivers except the Columbia River <br />3. Boating facilities, marinas and extended mooring sites shall: <br />a. Be located and designed as not to obstruct or cause danger to normal public <br />navigation of water bodies; <br />b. Be restricted to suitable locations and should avoid locating in critical habitat <br />including spawning and holding areas for anadromous fish; <br />c. Avoid or mitigate aesthetic impacts; <br />d. Mitigate special impacts of live-aboard vessels, such as water and wastewater <br />needs, and garbage collection; <br />e. Limit the total number of slips dedicated to live-aboard vessels to twenty percent <br />(20o/o) of marina's total slips;f. Mitigate impacts to existing public access and navigation; <br />g. Provide documentation of ownership or authorization to use associated water <br />areas; <br />h. Demonstrate that state and local regulations will be met. Agencies responsible for <br />such regulations shall be consulted as to the viability of the proposed design; andi. Submit an operations and site plan demonstrating: <br />(1) Location and design of fuel handling and storage facilities to minimize <br />accidental spillage and protect water quality; <br />Chapter 6 <br />March 7,2016 <br />105
