Kittitas County Shoreline Master Program <br />B. Regulations <br />1. The applicability of shoreline review for agricultural activities shall be determined <br />based on WAC 173-26-020 (Definitions) and WAC 173-26-241(3)(a) (Agriculture). <br />Existing agricultural activities (see Section 7 .2(2)), including maintenance, repair and <br />replacement of existing equipment and facilities (e.9., machinery, roads, buildings, <br />etc. see Section 7.3(3Xb)), may continue as they historically have and may include <br />changes in crops. New agricultural activities on land not currently in agricultural use <br />are subject to shoreline review. New agricultural activities, equipment, and facilities <br />are subject to shoreline review or exemption when applicable. The following <br />provisions apply to any development, construction, or use of land for agricultural <br />purposes. <br />2. New agricultural activities on lands that did not have agricultural activities in place on <br />the date of adoption of this Master Program; conversion of agricultural lands to non- <br />agricultural activities; the development of non-agricultural activities on agricultural <br />lands; and uses in support of agricultural activities are governed by the provisions of <br />this Master Program and subject to the following criteria: <br />a. Uses and activities shall be consistent with the environment designation; <br />b. Uses and activities shall be located and designed to ensure no net loss of <br />ecological functions; <br />c. Uses and activities shall not have a significant impact on other shoreline <br />resources and values. <br />3. New agricultural activities, equipment, and facilities shall utilize best management <br />practices established by the USDA Natural Resources Conservation Service or other <br />similar agency. <br />4. Discharge of any manure storage facility into ground or surface water is prohibited. <br />6.4 Aquaculture <br />A. Policies <br />1. Aquaculture is a preferred water dependent use of the shoreline when consistent with <br />control of pollution, avoidance of adverse impacts to the environment and preservation <br />of habitat for resident native species. <br />2. Ensure that aquaculture uses do not conflict with other water-dependent uses or <br />navigation, spread disease, establish non-native species that cause significant <br />ecological impact, or significantly impact the aesthetic qualities of the shoreline. <br />3. Protect spawning areas designated by the Washington State Department of Fish and <br />Wildlife from conflicting uses. <br />4. Forms of aquaculture that involve lesser environmental and visual impacts and lesser <br />impacts to native plant and animal species are preferred.
