Kittitas County Shoreline Master Program <br />6.2 General shoreline modification policies <br />A. Policies <br />1. Allow structural shoreline modifications only where they are demonstrated to be <br />necessary to support or protect an allowed primary structure or a legally existing <br />shoreline use that is in danger of loss or substantial damage or are necessary for <br />reconfiguration of the shoreline for mitigation or enhancement purposes. <br />2. Limit the number and extent of shoreline modifications. <br />3. Allow only shoreline modifications that are appropriate to the specific type of <br />shoreline and environmental conditions for which they are proposed. <br />4. Assure that shoreline modifications individually and cumulatively do not result in a <br />net loss of ecological functions. Give preference to those types of shoreline <br />modifications that have a lesser impact on ecological functions. Require mitigation <br />of identified impacts resulting from shoreline modifications. <br />5. Plan for the enhancement of impaired ecological functions where feasible and <br />appropriate while accommodating permitted uses. As shoreline modifications occur, <br />incorporate all feasible measures to protect ecological shoreline functions and <br />ecosystem-wide processes. <br />6.3 <br />A. <br />1.Recognize the importance of agriculture in Kittitas County and support its continued <br />economic viability. <br />2. Allow lawfully established agricultural activities occuning on agricultural lands to <br />continue as they historically have. Require new agricultural activities on land not <br />currently used for agriculture, conversion of agricultural lands to other uses, and other <br />development on agricultural land that does not meet the definition of agricultural <br />activities (including any agricultural uses and development not specifically exempted <br />by Section 7.3.2) to meet shoreline requirements. <br />3. Use appropriate vegetation management and Natural Resources Conservation <br />Service conservation practices to avoid and minimize water quality impacts from <br />agricultural activities. <br />4. Encourage agricultural uses to maintain a buffer of permanent vegetation or other soil <br />erosion control measures between tilled areas and associated water bodies that will <br />restrict surface runoff, protect water quality, improve habitat and reduce siltation. <br />Chapter 6 <br />March 7,2016 <br />Agriculture <br />Policies <br />102
