GOAL:Topreventtrafficcrashestoreducetrafficrelateddeathsandseriousinjuriesthroughincreasedenforcement.STRATEGY:Preventdriversfromengaginginhighriskbehaviorsbyincreasingtheirperceptionoftheriskofreceivingacitationthroughhighvisibilityenforcementcampaigns(HVE).HVECampaignsinfluencedriverbehaviorbycreatingtheperceptionthatthereisanincreasedriskofengaginginriskydrivingbehaviors.Thisperceptionisachievedthrough1)anincreaseinmediamessagesaboutupcomingemphasisperiodssothatthetargeteddriversknowwhenthepatrolswilloccurandwhatwillbeenforcedand2)duringthepatrolsdrivershavetheperceptionofincreasedenforcementbecausetheycanseeasignificantandnoticeableincreaseinlawenforcementpresence(officerspullingcarsover)thatreinforcesthemediamessagestheyreceivedandinfluencesthemtomodifytheirdrivingbehavior.OBJECTIVES:ResearchandexperiencehasshownthatthestrategyisonlyeffectiveifallpartnersthatengageinHVEadheretotheserequirements.TheSUB-RECIPIENTagreestofollowallsevenoftheserequirements.1.ImplementthemobilizationplandevelopedbythelocaltrafficsafetytaskforceforeachHVEeventthatincludes:a.ProblemStatementb.Descriptionofenforcementstrategy,includingexpectedlawenforcementagenciesparticipatingintheevent,targetviolation,andtargetlocationssothattheHVEhasthegreatestchanceofpreventingtrafficcrashes.c.Publicoutreachstrategythattargetsthedriversmostlikelytocontributetotrafficcrashes.d.Evaluationplan2.Theeventisdatadriven.Thismeansdata(suchastrafficcrashdata)isusedtoidentifythelocationswheretheHVEshouldoccuranddriverswiththehighestpotentialofcausingtrafficcrashes.3.Theenforcementismultilurisdictionalandusesasaturationapproach.ThismeansSUB-RECIPIENTiscoordinatingitseffortswithadjacentlawenforcementagenciessothatthedrivingpublichastheperceptionoflawenforcementomnipresenceonthetargetedroads.Enforcementishighlyvisible-clearlymorethanatypicalday.WTSCproposesthatnolessthanthreeofficersworkanHVE.4.Eachparticipatingofficerwillmakeatleast3contactsperhour.5.Thepublicismadeawareoftheeventbefore,during,andaftertheenforcementtakesplace.Thismeansthatmessagesreachalltargetaudiencesinthecommunity,regardlessofEnglishproficiency,whousethetargetedtransportationsystem.TheWTSCwillconductstatewidepubliceducationcampaignsduringnationalcampaigns,butitistheresponsibilityoftheSUB-RECIPIENTandtaskforcetoensurethatallelementsofHVEarebeingmet.6.LocalmediaarehighlvinvolvedintheefforttoreachcommunitiesinwhichHVEwilloccur.
