7.TheSUB-RECIPIENTdeploysresourcestoenforcetrafficlawsinpriorityareasthroughouttheyearwhenHVEisnotbeingimplemented.ADDITIONALREQUIREMENTSFORALLHVEEVENTS:Inadditiontothesevencriticalelements,SUB-RECIPIENTagreestoallofthefollowingrequirementsforallHVEevents.1.TousetheWEMSsystemprovidedbytheWTSCtorecordallactivitiesconductedbytheircommissionedofficerspursuanttotheHVEevents.SUB-RECIPIENTwillalsoensureallsupervisorsandfiscalstaffhavetheabilitytoreviewandeditthoseactivitylogs.2.Allparticipatingstaffreceiveabriefingpriortotheeventsothateveryparticipantunderstandsandcanexplainalloftheitemsonthebriefinglistbelow.Thiscanbedoneinperson(preferred)orelectronicviatelephone,email,orvirtually.•Purpose,goals,strategy,andobjectivesofthespecificHVEeventwithafocusonthetargetedlocationsanddrivingbehaviors•Listofon-callDREsandrequestprocedures•HowtofillouttheirdigitalactivityloginWEMS•InformationonhowtheMobileImpairedDrivingUnitwillbeused(ifapplicable)•Dispatchinformation•AllParticipatingofficers•Spotterprocesses(ifapplicable)•AvailableDraegermachinesandlocations3.AllofficersparticipatinginthesepatrolsareBACcertifiedandpassedtheSFSTrefreshertrainingwithinthepriorthreeyears(thisisregardlessofARIDEorDRETrainingmentionedbelow).4.Toutilizeallavailablemediaplatformsithasavailable(website,emailnewsletters,socialmediaetc...)tothefullestextenttopublicizetheHVEevents.5.Makeatleastoneindividualavailableforweekendmediacontacts,beginningatnoononFridaysbeforeHVEmobilizations.ADDITIONALREQUIREMENTSFORSPECIFICHVEEVENTSInadditiontothesevencriticalelements,andtheadditionalrequirementsofallHVEevents,theSUB-RECIPIENTagreestoallofthefollowingrequirementsforeachtypeofspecificHVEinwhichtheywillparticipate.1.IMPAIREDDRIVING:a.ImpaireddrivingHVEeventsmustbeginafter8:00p.m.andoccurbetweenThursday-Sunday.b.SUB-RECIPIENTwillensureparticipatingofficershavemadeaDUI/DWIarrestwithinthepasttwelvemonths.
