The County and WSDOT will each provide one consolidated set of comments for <br />each review draft. <br />Deliverables <br />4 One (1) Draft Section 4(f) Technical Memorandum for County review in electronic <br />format. <br />• One (1) Draft Section 4(f) Technical Memorandum for WSDOT review and <br />comment in electronic format. <br />• One (1) Final Section 4(f) Technical Memorandum in electronic format. <br />Task 2.50 — National Environmental Policy Act (NEPA) Compliance <br />Because the project will receive federal funding, the project will be required to comply <br />with NEPA. ESA will work closely with WSDOT and Kittitas County to define a clear <br />purpose and need statement, determine the correct level of documentation, and identify <br />project elements that could trigger additional or more intensive environmental permitting. <br />Our team has the expertise to fully assess and document project compliance with all <br />regulatory requirements triggered by federal funding. Based on the scope of work, our <br />team's history with this bridge, and our knowledge of the project area, we believe the <br />project will qualify for a Documented Categorical Exclusion under NEPA (23 CFR § <br />771.117). As such, ESA will prepare a WSDOT Environmental Classification Summary, <br />per the Environmental Manual. <br />Assumptions <br />• It is assumed that a DCE is the appropriate environmental classification for this <br />project. This scope of work will need to be amended if WSDOT determines that <br />the project requires an environmental assessment to complete NEPA <br />documentation. <br />It is assumed that all areas of the environment, other than those described in this <br />scope of work, will be adequately covered within the text of the NEPA document, <br />and will not require separate, supporting documentation. <br />• The County and WSDOT will each provide one consolidated set of comments for <br />each review draft. <br />Deliverables <br />• One (1) Draft NEPA DCE for County review in electronic format. <br />• One (1) Draft NEPA DCE for WSDOT review and comment in electronic format. <br />• One (1) Final NEPA DCE in electronic format. <br />Task 2.60—State Environmental Policy Act (SEPA) Notice of Adoption <br />ESA will build upon the NEPA tasks to make sure the project is also compliant with <br />SEPA (WAC 197-11) and local regulations. For the purposes of this scope and budget, it <br />is assumed the County will choose to adopt the NEPA document to satisfy the SEPA <br />requirements (WAC 197-11-610). In this case, the County will issue a Notice of <br />Determination and an Adoption of Existing Environmental Document form (WAC 197-11- <br />630). Preparation of SEPA documentation is not anticipated to require any new technical <br />reports. <br />
