• One (1) Final CRA in PDF format for County and WSDOT and uploaded to <br />DAHP's WISAARD system. <br />• One (1) Historic Property Inventory Form as an attachment to CRA. <br />Participation in up to three (3) 1 -hour virtual meetings with KPFF 1 County 1 <br />WSDOT 1 DAHP, as needed. <br />Task 2.30 — Critical Areas Report <br />ESA will identify and delineate wetlands and fish and wildlife habitat conservation areas <br />(FWHCAs) located within 100 feet of the project area, as defined by Kittitas County <br />Code (KCC) 17A. If found, ESA will delineate wetlands, streams, and ditches consistent <br />with County requirements for critical areas assessments (KCC 17A.04), as well as U.S. <br />Corps of Engineers and Washington Department of Ecology wetland delineation <br />standards. Wetland boundaries will be flagged in the field and recorded using a tablet <br />GPS, with data sheets and wetland rating forms completed. <br />ESA will prepare a Critical Areas Report (CAR) consistent with Kittitas County <br />requirements. The report will describe any critical areas found on site or known to occur <br />in the project area and include an initial discussion of regulatory implications if the <br />project will impact or affect such features. <br />Assumptions <br />• The site map depicting critical areas and associated standard buffers, where <br />applicable, will be developed with GPS data collected in the field; or with <br />professional land survey data of flag locations collected by others. <br />Field evaluation of critical areas will be limited to wetlands, streams, and other <br />FWHCAs. <br />• The County will provide one consolidated set of comments for each review draft. <br />Deliverables <br />• One (1) Draft CAR for County review in electronic format. <br />• One (1) Final CAR in electronic format. <br />Task 2.40—Section 4(f) Technical Memorandum <br />Recreation facilities and wildlife and waterfowl refuges will be addressed in a Section 4(f) <br />Technical Memorandum prepared in general accordance with Chapter 457 of the <br />WSDOT Environmental Manual in support of the NEPA documentation. Historic and <br />archeological sites will be studied in the Cultural Resources Assessment (Task 2.20) <br />and referenced in the 4(f) Technical Memorandum. If the impacts to these facilities are <br />identified that constitute a "use" of the property, then a Section 4(f) Evaluation will be <br />appended to the NEPA document. <br />Assumptions <br />It is assumed the project will result in de minimis impacts to Section 4(f) <br />resources. If it is determined the project would result in a constructive use of <br />Section 4(f) resources, additional analysis would be required and this scope and <br />budget would be amended. <br />
