Task 2.20 — Cultural Resources Assessment/Section 106 <br />Because the project will receive federal funding, the project will be required to comply <br />with the National Historic Preservation Act (NHPA), commonly referred to as Section <br />106. ESA will assist the County with initiating Section 106 consultation with WSDOT to <br />define the Area of Potential Effects (APE) and prepare a cultural resources assessment <br />(CRA) for the defined APE, The CRA will include an archival literature review of the <br />study area and present the findings and recommendations of the field survey. The report <br />will meet the current DAHP standards for a cultural resources assessment. <br />The existing North Thorp Highway -Yakima River Bridge (No. 97341) is over 50 years in <br />age and under Section 106 requires documentation on a historic property inventory form <br />and evaluation for its potential National Register of Historic Places (NRHP) eligibility. <br />ESA will prepare and submit this form as part of the CRA. As currently proposed, the <br />only ground disturbance will be removal and replacement of pavement at the bridge <br />joints at the approaches. Because of this, ESA does not propose subsurface <br />archaeological survey. <br />Assumptions <br />• WSDOT and DAHP will not require a subsurface archaeological survey. <br />• With input from the County, KPFF will provide figure of maximum project limits, <br />current project description, including potential staging areas, access routes, <br />maximum depths of ground disturbance, planned start date of construction, and <br />construction drawings. <br />• The project area conditions and boundaries will be consistent with those at the <br />time of this scope. Should conditions or boundaries change, an amendment may <br />be necessary. <br />• County will provide relevant geotechnical data, if available. <br />• ESA will create a project in DAHP's Washington Information System for <br />Architectural and Archaeological Resources Data (WISAARD) system. <br />• ESA assumes the study area will be a standard 1 -mile radius. <br />ESA assumes fieldwork will require one (1) day for one person. <br />ESA assumes one (1) reconnaissance -level historic property inventory form will <br />be needed. This would be for the North Thorp Highway -Yakima River Bridge <br />(built 1937). <br />• ESA assumes no archaeological sites, isolates, or human remains will be <br />identified. If encountered, an amendment may be necessary. <br />• Field schedule may be affected by field conditions such as snow, flooding, or <br />forest fires. <br />• Should WSDOT determine that the project will result in Adverse Effects, <br />additional work and an amendment may be necessary. Any consultation <br />regarding mitigation of Adverse Effects would be scope separately. <br />Deliverables <br />• One (1) Draft APE consultation initiation letter for KPFF and County review in <br />Word format with graphics depicting APE boundaries. <br />• GIS shapefiles of APE boundaries for DAHP's WISAARD system. <br />• One (1) Draft CRA for KPFF and County review in Word format. <br />• One (1) Revised Draft CRA for WSDOT review in Word format. <br />
