Introduction
<br />Landau Associates, Inc. (LAI), in partnership with our subconsultant, AMP Insights (AMP), is pleased to
<br />present our team's (Team's) Statement of Qualifications to provide support services to Kittitas County's
<br />(County's) water banking program. Our proposal begins with a description of LAI and AMP followed by a
<br />profile of the Project Manager, Erik Borgen. Next are sections describing the Team's experience in
<br />hydrogeology investigations, working with the Washington State Department of Ecology (Ecology) water
<br />rights division securing water rights and transfers for clients, water resource policy development, water
<br />resource planning, and our understanding of the County's water banking program. Finally, we provide
<br />references, followed by Team member resumes.
<br />Team Profile
<br />LAI's staff of more than 90 employees includes geologists and hydrogeologists; environmental,
<br />geotechnical, civil, and chemical engineers; planners; environmental scientists; regulatory specialists;
<br />biologists and ecologists; and field and laboratory technicians. Founded in 1982, LAI serves clients
<br />throughout the region from offices faceted in Edmonds, Seattle, Tacoma, Olympia, Quincy, and Spokane,
<br />Washington, and Portland, Oregon. LAI's corporate headquarters is located in Edmonds.
<br />LAI has been assisting clients with hydrogeologic and water resource consulting services for 34 years.
<br />Our projects are diverse, ranging from a simple proof report of examination to certify a water right to
<br />regional numerical groundwater flow model development. We sere a varied mix of clients that Include
<br />state and local government agencies, engineering and architectural design consultants, agricultural
<br />companies, industry, and law firms. We are known for our technical credibility, creative problem -solving,
<br />and highly responsive service. We pride ourselves on establishing long-term client relationships and
<br />enjoy 93 percent client repeat business.
<br />AMP is a small management consulting firm with expertise in economics, law, policy, hydrology, and
<br />ecology. AMP works with clients on some of the most vexing water and natural resources management
<br />issues in unique, creative, and energizing ways. AMP provides research, strategic advice, and capacity -
<br />building to public agencies, non -profits, irrigation districts, cities, and foundations across a wide range of
<br />geographies, projects, and spatial scales. Engagements vary from on -the ground work, to planning and
<br />assessment studies for local governments, to strategic program assessments for environmental
<br />non -profits and foundations, to high-level legal and economic assessments.
<br />AMP began operations in 2016, emerging out of Ecosystem Economics LLC, which had a similar client list
<br />and budget, and had been in operation since 2007. Currently, AMP has four partners and two staff.

<br />and the selected projects listed in the sections below speak to AMP's deep experience in these areas.
