IftheitemisnotidentifiedontheAELasallowableunderHSGP,theSubrecipientmustcontacttheDepartmentKeyPersonnelforassistanceinseekingFEMAapprovalpriortoacquisition.d.Unlessexpresslyprovidedothenvise,allequipmentmustmeetallmandatoryregulatoryand/orDHS/FEMAadoptedstandardstobeeligibleforpurchaseusingfederalawardfunds.e.ForOPSGSubrecipients,equipmentpurchasedwithDHSfederalawardfundsistobemarkedprominentlywith"PurchasedwithDHSfundsforOperationStonegardenUse"whenpracticable.f.Procurementofmedicalcountermeasuresmustbeconductedincollaborationwithstate,city,orlocalhealthdepartmentsthatadministerFederalfundsfromHealthandHumanServices(HHS)forthispurposeandwithexistingMetropolitanMedicalResponseSystem(MMRS)committeeswhereavailable,inordertosustaintheirlong-termplanningforappropriate,rapid,andlocalmedicalcountermeasures,includingantibioticsandantidotesfornerveagents,cyanide,andothertoxins.Procurementmusthaveasoundthreat-basedjustificationwithanaimtoreducetheconsequencesofmasscasualtyincidentsduringthefirstcrucialhoursofaresponse.Priortoprocuringpharmaceuticals,Subrecipientsmusthaveinplaceaninventorymanagementplantoavoidlargeperiodicvariationsinsuppliesduetocoincidingpurchaseandexpirationdates.Subrecipientsareencouragedtoenterintorotationalprocurementagreementswithvendorsanddistributors.Purchasesofpharmaceuticalsmustincludeabudgetforthedisposalofexpireddrugswithineachfiscalyear'speriodofperformancefor18HSGP.ThecostofdisposalcannotbecarriedovertoanotherDHS/FEMAgrantorgrantperiod.g.TheSubrecipientmustpassonequipmentandsupplymanagementrequirementsthatmeetorexceedtherequirementsoutlinedabovetoanynon-federalentitytowhichtheSubrecipientmakesasubawardoffederalawardfundsunderthisAgreement.5.ENVIRONMENTALANDHISTORICALPRESERVATIONa.TheSubrecipientshallensurefullcompliancewiththeDHS/FEMAEnvironmentalPlanningandHistoricPreservation(EHP)Program.EHPprograminformationcanbefoundathttps://www.fema.qov/media-librarylassets/documents/85376allofwhichareincorporatedinandmadeapartofthisAgreement.b.Projectsthathavehistoricalimpactsorthepotentialtoimpacttheenvironment,including,butnotlimitedto,constructionofcommunicationtowers;modificationorrenovationofexistingbuildings,structuresandfacilities;ornewconstruction,includingreplacementoffacilities,mustpanicipateintheDHS/FEMAEHPreviewprocesspriortoprojectinitiation.Modificationofexistingbuildings,includingminimallyinvasiveimprovementssuchasattachingmonitorstointeriorwalls,andtrainingorexercisesoccurringoutsideinareasnotconsideredpreviouslydisturbedalsorequireaDHS/FEMAEHPreviewbeforeprojectinitiation.c.TheEHPreviewprocessinvolvesthesubmissionofadetailedprojectdescriptionthatincludestheentirescopeofwork,includinganyalternativesthatmaybeunderconsideration,alongwithsupportingdocumentationsoFEMAmaydeterminewhethertheproposedprojecthasthepotentialtoimpactenvironmentalresourcesand/orhistoricproperties.d.TheSubrecipientagreesthat,toreceiveanyfederalpreparednessfunding,allEHPcompliancerequirementsoutlinedinapplicableguidancemustbemet.TheEHPreviewprocessmustbecompletedandapprovalreceivedbytheSubrecipientbeforeanyworkisstartedforwhichreimbursementwillbelaterrequested.ExpendituresforprojectsstartedbeforecompletionoftheEHPreviewprocessandreceiptofapprovalbytheSubrecipientmaynotbereimbursed.6.PROCUREMENTa.TheSubrecipientshallcomplywithallprocurementrequirementsof2CFRPart200.318through200.326andasspecifiedintheGeneralTermsandConditions,ExhibitB,A.10.b.Forallsolesourcecontractsexpectedtoexceed$150,000,theSubrecipientmustsubmittotheDepadmentforpre-procurementreviewandapprovaltheprocurementdocuments,suchasrequestsforproposals,invitationsforbidsandindependentcostestimates.Thisrequirementmustbepassedontoanynon-federalentitytowhichtheSubrecipientmakesasubaward,atwhichpointtheSubrecipientwillberesponsibleforreviewingandapprovingsolesourcejustificationsofanynon-federalentitytowhichtheSubrecipientmakesasubaward.DHS-FEMA-HSGP-SHSP-FFY18Page6of38KittitasCountySherifPsOffice,E21-187
