l.dispositiondataincludingthedateofdisposalandsalepriceoftheproperty.iv.TheSubrecipientshalltakeaphysicalinventoryoftheequipmentandreconciletheresultswiththepropertyrecordsatleastonceeverytwoyears.AnydifferencesbetweenquantitiesdeterminedbythephysicalinspectionandthoseshownintherecordsshallbeinvestigatedbytheSubrecipienttodeterminethecauseofthedifference.TheSubrecipientshall,inconnectionwiththeinventory,verifytheexistence,currentutilization,andcontinuedneedfortheequipment.v.TheSubrecipientshallberesponsibleforanyandalloperationalandmaintenanceexpensesandforthesafeoperationoftheirequipmentandsuppliesincludingallquestionsofliability.TheSubrecipientshalldevelopappropriatemaintenanceschedulesandprocedurestoensuretheequipment,andsuppliesasapplicable,arewell-maintainedandkeptingoodoperatingcondition.vi.TheSubrecipientshalldevelopacontrolsystemtoensureadequatesafeguardstopreventloss,damage,andtheftoftheproperty.Anyloss,damage,ortheftshallbeinvestigated,andareportgeneratedandsenttotheDepartment.vii.TheSubrecipientmustobtainandmaintainallnecessarycedificationsandlicensesfortheequipment.viii.IftheSubrecipientisauthorizedorrequiredtosellthepropedy,propersalesproceduresmustbeestablishedandfollowedtoensurethehighestpossiblereturn.Fordisposition,ifuponterminationorattheGrantAgreementEndDate,whenoriginalorreplacementsuppliesorequipmentacquiredunderafederalawardarenolongerneededfortheoriginalprojectorprogramorforotheractivitiescurrentlyorpreviouslysupportedbyafederalawardingagency,theSubrecipientmustcomplywiththefollowingprocedures:A.ForSupplies:Ifthereisaresidualinventoryofunusedsuppliesexceeding$5,000intotalaggregatevalueuponterminationorcompletionoftheprojectorprogramandthesuppliesarenotneededforanyotherfederalaward,theSubrecipientmustretainthesuppliesforuseonotheractivitiesorsellthem,butmust,ineithercase,compensatethefederalgovernmentforitsshare.Theamountofcompensationmustbecomputedinthesamemannerasforequipment.B.ForEquipment:1)Itemswithacurrentper-unitfair-marketvalueof$5,000orlessmayberetained,sold,orotherwisedisposedofwithnofurtherobligationtothefederalawardingagency.2)Itemswithacurrentper-unitfair-marketvalueinexcessof$5,000mayberetainedorsold.TheSubrecipientshallcompensatethefederalawardingagencyinaccordancewiththerequirementsof2CFR200.313(e)(2).ix.RecordsforequipmentshallberetainedbytheSubrecipientforaperiodofsixyearsfromthedateofthedisposition,replacement,ortransfer.Ifanylitigation,claim,orauditisstartedbeforetheexpirationofthesix-yearperiod,therecordsshallberetainedbytheSubrecipientuntilalllitigation,claims,orauditfindingsinvolvingtherecordshavebeenresolved.b.TheSubrecipientshallcomplywiththeDepartment'sPurchaseReviewProcess,whichisincorporatedbyreferenceandmadepartofthisAgreement.Noreimbursementwillbeprovidedunlesstheappropriateapprovalhasbeenreceived.c.Allowableequipmentandsupplycategoriesfor18HSGParelistedontheAuthorizedEquipmentList(AEL)locatedontheFEMAwebsiteathttp://www.fema.qovlauthorized-equipment-list.ItisimportantthattheSubrecipientandanynon-federalentitytowhichtheSubrecipientmakesasubawardregardtheAELasanauthorizedpurchasinglistidentifyingitemsallowedunderthespecificgrantprogramandincludesitemsthatmaynotbecategorizedasequipmentaccordingtothefederal,state,local,andtribaldefinitionsofequipment.TheSubrecipientissolelyresponsibleforensuringpurchaseditemsunderthisAgreementareauthorizedasalloweditemsbytheAELattimeofpurchase.DHS-FEMA-HSGP-SHSP-FFY18Page5of38KittitasCountySheriffsOffice,E21-187
