j.Failuretosubmittimely,accurate,andcompletereportsasrequiredbythisAgreement(including,butnotlimitedto,thosereportsintheTimeline[Attachment2])willprohibittheSubrecipientfrombeingreimburseduntilsuchcompletereportsaresubmittedandtheDepartmenthashadreasonabletimetoconductitsreview.k.FinalreimbursementrequestswillnotbeapprovedforpaymentuntiltheSubrecipientiscurrentwithallrepodingrequirementscontainedinthisAgreement.I.AwrittenamendmentwillberequirediftheSubrecipientexpectscumulativetransfersamongprojectbudgets,asidentifiedintheWorkPlanandBudget(Attachment2),toexceed10%oftheGrantAgreementAmount.Anyadjustmentstoprojecttotalsotherthanincompliancewiththisparagraphwillnotbereimbursed.m.SubrecipientsshallonlyusefederalawardfundsunderthisAgreementtosupplementexistingfundsandwillnotusethemtoreplace(supplant)non-federalfundsthathavebeenbudgetedforthesamepurpose.TheSubrecipientmayberequiredtodemonstrateanddocumentthatthereductioninnon-federalresourcesoccurredforreasonsotherthanthereceiptorexpectedreceiptoffederalfunds.3.REPORTINGa.Witheachreimbursementrequest,theSubrecipientshallrepodhowtheexpenditures,forwhichreimbursementissought,relatetotheWorkPlan(Attachment2)activitiesintheformatprovidedbytheDepartment.b.Withthefinalreimbursementrequest,theSubrecipientshallsubmittotheDepartmentKeyPersonnelafinalreportdescribingallcompletedactivitiesunderthisAgreement.c.TheSubrecipientshallcomplywiththeFederalFundingAccountabilityandTransparencyAct(FFATA)andrelatedOMBGuidanceconsistentwithPublicLaw109-282asamendedbysection6202(a)ofPublicLaw110-252(see31U.S.C.6101note)andcompleteandreturntotheDepartmenttheFFATAFormlocatedathttp://mil.wa.qovlemergency-management-division/qrants/requiredqrantforms,whichisincorporatedbyreferenceandmadeapadofthisAgreement.d.SHSPandUASISubrecipientsshallparticipateintheStakeholderPreparednessReview(SPR)process,formerlyknownastheStatePreparednessRepod.4.EQUIPMENTANDSUPPLYMANAGEMENTa.TheSubrecipientandanynon-federalentitytowhichtheSubrecipientmakesasubawardshallcomplywith2CFR200.318-200.326whenprocuringanyequipmentorsuppliesunderthisAgreement,2CFR200.313formanagementofequipment,and2CFR200.314formanagementofsupplies,toinclude,butnotlimitedto:i.UponsuccessfulcompletionofthetermsofthisAgreement,allequipmentandsuppliespurchasedthroughthisAgreementwillbeownedbytheSubrecipient,orarecognizednon-federalentitytowhichtheSubrecipienthasmadeasubaward,forwhichacontract,subrecipientgrantagreement,orothermeansoflegaltransferofownershipisinplace.ii.Allequipment,andsuppliesasapplicable,purchasedunderthisAgreementwillberecordedandmaintainedintheSubrecipient'sinventorysystem.iii.Inventorysystemrecordsshallinclude:A.descriptionofthepropertyB.manufacturer'sserialnumber,modelnumber,orotheridentificationnumber;C.thesourceoffundingfortheequipment,includingtheFederalAwardIdentificationNumber(FAIN)D.CatalogofFederalDomesticAssistance(CFDA)numberE.whoholdsthetitleF.acquisitiondateG.costoftheequipmentandthepercentageoffederalparticipationinthecostH.location,useandconditionoftheequipmentatthedatetheinformationwasreported,andDHS-FEMA-HSGP-SHSP-FFY18Page4of38KittitasCountySheriffsOffice,E21-187
