7 File. The applicant will work with the owner of the Water System to ensure the new connections made for the new project will be updated in a timely manner. Department of Archaeology & Historic Preservation (DHAP) DHAP commented with the following concerns: “A desktop review has identified the proposed project area as extending into the boundaries of KT01380, an historic archaeological site that has been determined eligible for the National Register of Historic Places. As such, an archaeological exaction permit from our agency will be required (see RCW 27.53). The required work for the permit will involve a cultural resource survey and, depending on the results of the study, archaeological testing and data recovery may be necessary.” The complete comment letter can be found as Index #37 of the Master File Index. Staff Response: The applicant provided a response to the comments submitted by DAHP, Included as Index #44 of the Master File. The applicant stated they will coordinate with a cultural resource consultant to perform the cultural resource survey and work with the various entities and professionals to determine what, if any, archaeological testing and data recovery may be necessary and also noted that “there has been extensive development on this property over the last 10 years with the appropriate monitoring, survey and testing as required by DAHP.” Cultural resource issues are addressed in the conditions C 21- 23 of Exhibit F-1 to the Development Agreement. Mitigation measures listed within these conditions shall be applied. The applicant will need to adhere to all applicable regulations as outlined in the Development Agreement. Kittitas County Public Health Kittitas County Public Health commented with the following statements: On Site Sewage Finding 1 Any On-site Septic systems that are to be utilized for wastewater management must adhere to the standards set by both the Washington Administrative Code, and Kittitas County Code. Public health requests clarification on the on-site sewage disposal system plan. Water Finding 1 The application indicates Suncadia public water system will be used. If the intention is to utilize Suncadia’s public system, the applicant must prove legal and physical availability of water for all new uses of water on the proposed lots of this project The complete comment letter can be found as Index #40 of the Master File Index. Staff Response: Applicant provided a response to KCPH comments, included as Index #44 of the Master File. The applicant noted “that the project will be using the public sewer system in use within the Suncadia Community and will not be using On-Site Septic systems as noted in the Public Health comments.” The applicant included a copy of the Water & Sewer Availability letter showing adequate capacity for both water & sewer connections and continued to state “We have reviewed the notes with the conditions that will need to be met prior to Final Plat approval (B-1) and will be able to meet these conditions as stated.”
