<br /> <br />8 <br /> <br /> <br />Public Comments: <br />Lauran Bell, homeowner at 400 Tipple Hill Loop commented with the following statements: <br /> <br />“My husband and I are in receipt of the Notice of Application for the above mentioned project <br />and have some serious concerns. We own the Suncadia property located at 400 Tipple Hill <br />Loop, and are full-time residents. We purchased our home two years ago, in large part because <br />of the view from the back of our home. Currently, we have a peek-a-boo view of the golf park <br />but mostly have a west-facing territorial view above a tree covered hillside. The thought of <br />having 24 noise-filled rental homes across the fairway is frankly very disturbing. <br /> <br />We are currently flanked by rental homes on both sides of us and the weekends can be very <br />disruptive with what often amounts to a “boys weekend frat party” right outside our master <br />bedroom. Multiplying that by 12 is very alarming to us. <br /> <br />I understand that we are the only house along the 15th fairway having full-time occupants so we <br />don’t have much, if any voice in this matter, but I would appreciate having our peace <br />considered. I don’t know where the proposed property line is, but would ask that the cabins be <br />placed back from the hillside and none of the trees be cut down as they are our only buffer. <br /> <br />We bought our house to enjoy our retirement and this seems like a truly unnecessary addition to <br />Suncadia, which is quickly turning into just a vacation rental community. There are plenty of <br />homes for rent and disrupting the beauty of the area can’t possibly be advantageous for the <br />community. The reputation is quickly turning into just a place to come party, but it means a lot <br />more to those of us who have chosen to live here full-time. I see deer and elk come down that <br />hillside all the time and knowing it’s going to be disrupted for the sake of the winery is <br />capitalism at it’s worst.” <br /> <br />The complete comment letter can be found as Index #39 of the Master File. <br /> <br /> <br />Staff Response: The applicant provided response to comments from Laurel Bell, letter can be found as Index #44 <br />of the Master File, stating that the proposed development was included in the original Master Plan approval with <br />an original consideration being 26 units. <br /> <br /> <br />VIII. RECOMMENDATION <br /> <br />As conditioned below, the application does not appear to be detrimental to the general public health, safety or <br />welfare and meets the basic intent and criteria associated with Title 12, Title 16.08, Title 16.12, Title 17.37 and <br />Title 17A of the Kittitas County Code, the Kittitas County Comprehensive Plan, and the Development <br />Agreement. Staff recommends approval of the Suncadia Winemaker’s Cabins Preliminary Plat LP-20-00002, <br />subject to the following findings of fact, conclusions, and conditions: <br /> <br />Suggested Findings of Fact <br /> <br />Jeff Hansell, authorized agent for Swiftwater Cellars Properties, LLC, landowner, submitted an application <br />for a 24 attached residential lot plat with open space, recreation facility, access and parking tracts and the <br />existing Swiftwater Cellars winery/restaurant on approximately 11.94 acres of land that is zoned Master <br />Planned Resort.
