CENWS-END-G Klocke Levee
Seattle District, US Army Corps of Engineers Routine Inspection
At the time of the inspection the levee toe appeared to be leaded by a few feet and United States
Geologic Survey (USGS) Station No. 12484500 indicates an average river height of 31 feet and
discharge of 1400 cubic feet per second.
In addition to the main body, the report also includes:
Appendix A: Levee Maps;
Appendix B: Inspection Point Summary with Photos;
Appendix C: Public Sponsor Pre -Inspection Form;
Appendix D: Inspection Rating Checklist; and
Appendix E: Rehabilitation Program Eligibility Determination Worksheet.
OBSERVATIONS
General
The levee is in generally good condition overall, but has several areas where improvements could
be made. There is currently a repair project identified in PIR YAK -16-04 from approximately
station 36+50 to 38-00. Specific items are listed below, along with possible impacts to levee
performance.
Unwanted Vegetation Growth
The presence of trees and brush along the slopes of the levees occurred in multiple locations
extending from Station 6+50 to 37+00, within the vegetation free zone as defined in ETL 1110-2-
583 (IDs 0002, 0003, 0008, 0010, 0015). The presence of brush and vegetation can hinder the
ability to thoroughly inspect features of flood risk reduction features. In addition the presence of
roots within the levee prism may lead to seepage and piping due to degradation of the roots.
Encroachments
Within the prism of the levee, a few encroachments were noted:
• Gate across the crown of the levee at Station 8+50, sponsor has key (ID 0015)
• Fencing at the landward toe at Station 11+50, (ID 0013)
• Power poles in landward slope and crown (ID 0006)
The location of structures and the storage of materials and features can adversely affect the overall
performance or access to a levee during a flood event. Depending on the size and mass of an
encroachment, surcharge loads can create stability issues along the levee embankment.
Erosion / Bank Caving
Previous inspections identified erosion and bank caving extending from Station 36+50 to 38+00.
At the time of the site visit on 6 December 2017, unwanted vegetation prevented inspection if this
region (ID 0001). Degradation of the levee prism and riverward slope can lead to additional scour
and slope stability issues if not addressed.
Page 2 of 6
FOR OFFICIAL USE ONLY
