CENWS-END-G <br />Seattle District, US Army Corps of Engineers <br />Klocke Levee <br />Routine Inspection <br />Depressions / Rutting <br />There were locations that were noted low or damaged by the presence of depressions or rutting. <br />Extending from Station 2+00 to 7+00, traffic had caused rutting along the crown (ID 0018). At <br />Station 20.00 an access ramp to the crown has a low region in contrast to up and downstream (ID <br />0009). Ruts and depressions can pond water, which can lead to increased levee saturation and <br />potential failure during a flood, as well as reduced traffic ability for vehicle access during <br />inspections and flood fighting. Depressions can also be an indication that internal erosion/piping <br />is occurring in the levee embankment the effective height and thickness of the levee, reducing the <br />level of protection provided by the levee. <br />Riprap Revetments & Bank Protection <br />Downstream from a bend in Yakima River, an eddy current at Station 29+50 has caused <br />displacement of riprap at the toe of the riverward slope (ID 0004). Missing armoring and riprap <br />reduces the protection of the levee prism and may lead to additional erosion and scour over time. <br />CONCLUSIONS: <br />Based on observations made during the inspection, the Klocke Levee is given an overall rating of <br />MINIMALLY ACCEPTABLE utilizing the Corps standards described in Appendix D. The levee <br />received Acceptable or Minimally Acceptable ratings for all items on the eligibility checklist from <br />the "Interim Policy for Eligibility Determinations for the Rehabilitation Program" issued on 21 <br />March 2014 (see Appendix E). Based upon these ratings, the levee is considered ELIGIBLE for <br />rehabilitation assistance under the PL 84-99 program. <br />RECOMMENDATIONS: <br />In order to improve the effectiveness of this levee system, the inspection team recommends the <br />following actions, in order of importance: <br />1. Continue working with USACE to implement levee repair project identified in PIR YAK - <br />16 -04 from approximately station 36+50 to 38+00. If damage increases or failure appears <br />imminent, contact USACE immediately for assistance. Repair may also be performed using <br />only sponsor resources, if available. <br />2. Replace or repair riprap during, annual operations and maintenance, that has become <br />displaced from the toe of the riverward slope at Station 29+50. <br />3. Trees located in the levee embankment should be removed, including stumps and roots. <br />Brush should be mowed and thinned to allow for inspection, access, and operation. Trees <br />can affect seepage, stability, and erosion performance of the levee. In order to receive an <br />Acceptable item rating for the Unwanted Vegetation category, trees and brush should be <br />maintained according to the U.S. Army Corps of Engineers standards listed in ETL II10- <br />Page 3 of 6 <br />FOR OFFICIAL USE ONLY <br />
