KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY CONMUSSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 26, 2020 <br />TOPIC: Water Resource Consulting Services <br />ACTION REQUESTED: Direction to staff <br />LEAD STAFF: <br />Arden Thomas <br />RECONDJENDATION: <br />Direct staff to prepare necessary contract change for consumptive use pilot project and <br />prepare solicitation of on-call services for Water Resource Professional Services <br />BRIEFING SUNEVIARY: <br />• In 2013, Kittitas County and Aspect Consulting LLC entered into a Professional <br />Services Agreement for services necessary for Kittitas County to establish a water <br />mitigation bank. <br />• The term of the Professional Services Agreement was defined as starting on the <br />date the agreement was executed and continuing until the completion of the scope <br />of work. <br />• Since the contract was executed, a number of contract changes have been <br />implemented to add new tasks to the original scope of work. There are two <br />contract changes still in effect. <br />• Staff recommends completing the current scope of work but not adding any new <br />tasks to the scope of work. <br />• Staff recommends soliciting for on-call task order consulting for professional <br />water resources services, to address future professional service needs. <br />BACKGROUND: <br />In 2013, Kittitas County and Kittitas County and Aspect Consulting LLC entered into a <br />Professional Services Agreement for services necessary to support and develop the <br />Kittitas County Public Water Bank. The term of the Professional Services Agreement <br />was defined as starting on the date the agreement was executed and continuing until the <br />completion of the scope of work. The original scope of work included tasks necessary to <br />establish the Kittitas County water bank, including addressing the Department of Ecology <br />permitting requirements to enable Kittitas County to operate a water mitigation bank with <br />water right recently secured.
