coverage and to issue water mitigation certificates in a more timely manner, resulting in <br />the Over -the -Counter (OTC) mitigation process. <br />Aspect Consulting LLC is currently conducting work specified in Contract Change 16 <br />and Contract Change 27. No necessary changes have been identified to complete the <br />scope of work identified in Contract Change 27. To complete the scope of work <br />identified in Contract Change 16 (Consumptive Use Pilot Study), Aspect Consulting LLC <br />requires additional funding. Water Resources Staff supports the cost increase request and <br />recommends executing a contract change to sufficiently fund this work element. <br />DISCUSSION: <br />As of September 1, 2020, Kittitas County's water mitigation and metering program <br />became part of the Public Works Department. Public Works staff expects that technical <br />water resource services will still be necessary to further support program development, <br />especially as Kittitas County continues to advance "red zone" solutions.
