County provides the actual meters at no cost and reimburse installation costs up to $750, <br />funded through a contract that we have with the Department of Ecology. <br />A customer received clear direction that a meter was required after he was required to <br />meter his groundwater use through the County metering program after he received his <br />certificate of occupancy. Water resources staff has reached out to obtain voluntary <br />compliance. The customer has requested that the meter inspection fee be waived since he <br />previously obtained contradictory information from county staff about metering <br />requirements. This customer would still be required to enter into a metering agreement <br />and pay the annual meter fee. Staff does not have the authority to waive mitigation <br />inspection fees. <br />DISCUSSION: <br />Water Resources staff have taken numerous steps that now ensure that customers are not <br />only notified but understand the metering requirements early in the home building <br />process. In addition to this notification during the Preliminary Site Analysis, customers <br />must now enter into a metering agreement when they apply for an Adequate Water <br />Supply Determination, before applying for a building permit. Water Resources staff have <br />also worked with Community Development Services staff to improve communication and <br />coordination so that customers do not receive their certificate of occupancy until after a <br />metering inspection has been completed. <br />FISCAL EMPACTS: <br />The metering inspection would still need to occur and would not be covered by the <br />inspection fee.
