County provides the actual meters at no cost and reimburse installation costs up to $750,
funded through a contract that we have with the Department of Ecology.
A customer received clear direction that a meter was required after he was required to
meter his groundwater use through the County metering program after he received his
certificate of occupancy. Water resources staff has reached out to obtain voluntary
compliance. The customer has requested that the meter inspection fee be waived since he
previously obtained contradictory information from county staff about metering
requirements. This customer would still be required to enter into a metering agreement
and pay the annual meter fee. Staff does not have the authority to waive mitigation
inspection fees.
DISCUSSION:
Water Resources staff have taken numerous steps that now ensure that customers are not
only notified but understand the metering requirements early in the home building
process. In addition to this notification during the Preliminary Site Analysis, customers
must now enter into a metering agreement when they apply for an Adequate Water
Supply Determination, before applying for a building permit. Water Resources staff have
also worked with Community Development Services staff to improve communication and
coordination so that customers do not receive their certificate of occupancy until after a
metering inspection has been completed.
FISCAL EMPACTS:
The metering inspection would still need to occur and would not be covered by the
inspection fee. However, Water Resources has sufficient budget to cover this inspection
and is interested in resolving the issue, since we are currently allocating staff time to
address this issue.
PUBLIC WORKS BOARD OF COUNTY CONNUSSIONERS WORK SESSION STAFF REPORT
