KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 26, 2020 <br />TOPIC: Request to waive metering fee for a customer who <br />learned after obtaining a certificate of occupancy <br />that a meter is required. <br />ACTION REQUESTED: Direction to staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to waive meter inspection tee for a customer who learned about the metering <br />requirements after receiving his certificate of occupancy for his new residence. <br />BRIEFING SUA04ARY: <br />• In May 2018, Kittitas County required that all new uses of groundwater for <br />domestic purposes in Kittitas County (within the Yakima River Basin) using wells <br />meter their mitigated water usage and pay an annual fee associated with the <br />administration of a metering and monitoring program. <br />• After this new requirement took effect, there were instances where customers <br />understood late in the building process that these new metering regulations <br />applied to them. <br />• Water Resources staff have taken numerous steps that now ensure that customers <br />are not only notified but understand the metering requirements before submitting <br />building plans. <br />• To help achieve voluntary compliance for a customer who was given incorrect <br />metering information and obtained a certificate of occupancy without meeting the <br />metering requirement, Public Works staff requests that the meter inspection fee be <br />waived. This customer would still be required to enter into a metering agreement <br />and pay the annual metering fee. <br />• Staff does not have the authority to waive mitigation inspection fees. <br />BACKGROUND: <br />Ordinance No. 2018-009 amended Kittitas County Code Title 13 to require that all new <br />uses of groundwater for domestic purposes in Kittitas County (within the Yakima River <br />Basin) using wells meter their mitigated water usage and pay an annual fee associated <br />with the administration of a metering and monitoring program. The current fees include a <br />one-time inspection fee of $370 and an annual metering fee of $180.
