M]POW
TASK 3 — CULTURAL RESOURCES ASSESSMENT
Objective: Provide a cultural resources assessment for the project area of potential effect
pursuant to the requirements of the Section 106 of the National Historic Preservation Act.
Consultant Responsibilities:
1. Provide a cultural resource investigation of the area to be impacted by the project and
identify any cultural resources which may be adversely affected by the project.
2. Review the Washington Information System for Architectural and Archeological Records
Data (WISAARD) database maintained by the Department of Archeology and Historic
Preservation (DAHP) and publicly available background literature to help identify potential
traditional cultural properties.
3. Provide informal contact with interested tribe(s).
4. Perform a pedestrian ground survey. Field work will be performed in a manner consistent
with RCW 27.53.030 and will include inspection techniques to identify both surface and
subsurface archaeological resources. The proper field methods will be completed, at the
archaeologist's discretion, depending upon information obtained during the background
review and fieldwork. An unmanned aerial vehicle may be deployed for project mapping.
Subsurface inspections could involve shovel excavations, or mechanical auger excavations,
and screening of the fill to identify the nature and extent of any potential archaeological
resources.
5. Prepare a cultural assessment report for the project including an inadvertent discovery
plan if required by the funding or permitting agency.
Assumptions:
1. This proposal does not include interviewing tribal elders.
2. If cultural resources are located during this project, further work, investigation, or analysis
may be required to evaluate whether the resource(s) is/are eligible for inclusion on the
National Register of Historic Places; this survey could result in a recommendation for
professional archaeological monitoring during excavation activities at project execution or
other additional work; any such additional work, investigation, evaluation, or analysis is not
included in this price proposal.
3. This proposal does not include the inventory or formal National Register of Historic Places
(NRNP) evaluation of any buildings, bridges, or other structures near the project area
whose evaluation may be requested by interested or other parties.
County Responsibilities:
N/A
Deliverables:
1. Cultural Assessment Report for the Vantage Highway Pavement and Guardrail
Replacement project.
Page 15
23 Wenatchee Ave, Suite 223, Wenatchee, WA 98801 P: 549.663.2711 www.kpg.com
