Cook and Arden Thomas <br />October 12, 2020 <br />Proposed Kittitas County Joint Control Board <br />No. 1— Kittitas Reclamation District and West <br />Side Irrigating Company <br />Request to Set a Public Hearing on November <br />12, 2020 at 9:00 am to consider the Formulation <br />of Kittitas County Joint Control Board No. I — <br />Kittitas Reclamation District and West Side <br />Irrigating Company <br />RECOMMENDATION: <br />Set a public hearing for November 12, 2020 at 9:00 am. <br />BRIEFING SLAEVIARY: <br />• Kittitas Reclamation District (KRD) and West Side Irrigating Company (West <br />Side) have submitted a petition to formulate Kittitas County Joint Control Board <br />No. 1. <br />• Revised Code of Washington (87.80) stipulates the formulation process in state <br />law. <br />• Public Works staff has vetted water right information and petition calculations <br />while the Prosecuting Attorney's Office has vetted the sufficiency of the petition <br />relative to RCW 87.80 requirements. <br />• If approved, the KRD and the West Side would be able to pursue the purposes set <br />forth in RCW 87.80.130 which includes joint conservation efforts and combined <br />system maintenance and water management activities. <br />BACKGROUND: <br />In early September 2020, KRD and West Side submitted a petition to formulate a joint <br />control board to the Board of County Commissioners. Washington State Law <br />contemplates a joint irrigation control board at Revised Code of Washington 87.80.
