. Reported the Law Enforcement Torch run for the Special Olympics will not take place <br />this year; however, the deparlment is hoping to have a virhral torch run wearing T-shirts made for <br />this special event, The video will be sent to the Special Olympics. <br />. Mayor McGowan, on behalf of the Chief Bland, reported there is no back-up generator at <br />the Police Department; staff is looking into purchasing a propane powered generator, which <br />could be converted to natural gas when it beceme.s availahle. The purchose price will be brought <br />before council al afuture meeting. <br />Fire Chief - Ed Mills: <br />o Thanked the citizens, council and city for supporting and passing the levy, which will <br />help to continue funding at the Fire Department. <br />. Reported there were 23 calls in April, including 2 fires - I vehicle and 1 contained legal <br />burn. <br />o Reported it has been fairly quiet at Fire Department. <br />Public Appearances - 15 Nlinute Limit <br />Mayor McGowan read a citizen comment into the record. Eva Tyler wrote regarding her <br />concems about the unfinished shelter by the Coal Mines Trail Parking area, and the money that <br />was left by the Estate of Howard Carlin for improvements at the Trailhead. Ms. Tyler <br />commented she would like to see the City complete the project as soon as possible, within the <br />limits of the COVID-I9 rules. Mayor McGowan reported Mr. Carlin left $10,000 to the Coal <br />Mine Trail, which the City of Cle Elum decided to use for amenities to the structure, including a <br />fountain ($4,490), the water meter service for the fountain ($143), and a large stone caim. <br />Additional costs include engineering costs for tlie pole ($2,797) for the cairn, the cost of the pole <br />placement for the caim ($324) and cement ($200) for a total of $8,860, Rocks will be placed on <br />the cairn when the structure is completed. The Coal Mine Trail also received a Lodging Tax <br />Grant in the amount of $17,000, which will be used for materials. Mayor McGowan noted the <br />completion of the structure is a volunteer project. Covid-I9 rules will prevent work on the <br />project until Phase 2 comes to the County, at which time, the volunteers are ready to start <br />working. Mayor McGowan will send this infonnation to Ms. Tyler. <br />Business Renuiring a Public Hearing <br />None <br />Unfinished Business <br />None <br />New Buqineps <br />a. County Lodging Tax Grant Application: Lucy Temple reported the City has an <br />opportunity to apply for a Kittitas County Tourism-Related Small-Scale Municipality-Owned <br />Capital Project & Operations Grant; the application is due on 06/18/202A, with about $100,000 to <br />distribute among applicants. The application must be tied to an existing funded project. <br />Component #1 is for ffail counters for data collection; 1 long-term at the Coal Mines Trail and 1 <br />long-term at the Dog Park; 3 portable trail counters for use at other parks or trails, seasonal or <br />holiday event attendance, sidewalk use and movement.within the dor+ntown. These will be used <br />to assess frail or park use for futurc planning of maintenance & operations. Component #2 is for <br />park amenities, including the Disc Golf Course signs, logo and tourism brochures to improve park <br />visitation and provide additional ways for the comrnunity to get out and get healthy; and to plan <br />future events and tournaments. The total grant request is for $3,200; terms of the granl require a <br />50% match, which is already secured. The trail counters are matched by the Dog Park City <br />Lodging Tax and the Disc Golf Course signs are matched by the Hanson Ponds Park upgrades <br />3
