Jacobs will coordinate with the permitting agencies to obtain <br />permits required for Construction Phase I fieldwork. <br />Assumptions <br />• COUNTY will pay for all permit/approval/easement or ROW fees. <br />• Schedule for permitting services is based on the assumptions that SEPA, JARPA and the EPF <br />permits are completed/issued by September 1, 2020. <br />• Jacobs is not responsible for schedule delays resulting from permitting agency or utilities actions <br />or response times. <br />• The Stormwater Management Manual for Eastern Washington will be used for stormwater <br />design and permitting. The SWPPP and ESCP must be reviewed and approved by both the City <br />and Ecology. Also, a stormwater Operation and Management Plan is required and must be <br />approved by the City. <br />• Requirements of the April 22, 2020 Public Works letter will be met for water, sewer, <br />stormwater, and roadway access design. <br />• Coordination will be required with WSDOT on Highway 97 access and right of way. The City will <br />also coordinate with WSDOT on submittal of new intersection plans, traffic analysis, intersection <br />control evaluation, and other design documentations for review and approval by the City and <br />WSDOT. <br />• COUNTY will use their own water -right for dust control measures onsite or construction purpose <br />water supply will be from a permitted source. <br />• Existing groundwater elevation documentation gathered onsite will be sufficient to obtain <br />permits, and no additional onsite evaluations/analysis will be required by permitting authorities. <br />• The facility's mailing address plan, mail box location and mail routing will be addressed during <br />Construction Phase II. <br />• The signal at Reecer Creek Road and University Way will be deferred to Construction Phase II <br />permits. <br />• Receipt of any required permit will not be delayed by travel and/or self -isolation restrictions <br />locally and or nationally imposed due to COVID-19.
