KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 11, 2019 <br />TOPIC: ELN Mowing Contract <br />ACTION REQUESTED: Provide Staff Direction <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Hold preparation of the 2019-2020 ELN (Bowers Field) Mowing contract until the <br />Airport Manager is hired. <br />BRIEFING SUMMARY: <br />• The mowing contract for ELN is expired <br />• Public Works desires contracting for airport mowing services <br />• Staff is currently covering numerous vacancies within PW and desires having the <br />Airport Manager prepare solicitation documents once hired <br />BACKGROUND: <br />The current Airport Manager has been managing weeds at ELN primarily utilizing a <br />mowing contract for services. The previous mowing contract expired on 12/31/2018. <br />PW anticipates hiring an Airport Manager within in the next 45-60 days. <br />DISCUSSION: <br />PW staff is currently covering multiple vacancies within PW (four management team <br />positions) and preparing a solicitation process is expected to stress existing resources. It <br />is also anticipated that the newly created Airport Manager position will want to <br />independently evaluate PW past business practices at ELN. <br />FISCAL IMPACTS: <br />$20,000 is currently budgeted for weed control in 2019. <br />ATTACHMENTS: <br />None. <br />Page 1 of 1 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
