PUBLIC FACILITIES GRANT AWARD WRITTEN AUTHORIZATION TO SUBCONTRACT <br />BETWEEN CITY OF ELLENSBURG AND ELLENSBURG BUSINESS DEVELOPMENT <br />AUTHORITY <br />Mark Cook stated that staff has been preparing the agreements for <br />the 2019 Public Facilities funding for Board approval. Mark Cook <br />continued that in awarding funds to Ellensburg Business Development <br />Authority (EBDA) it was discovered that the funds awarded were to <br />be handled by the City of Ellensburg Finance staff. Mark Cook <br />added that the EBDA submitted the application as being a standalone <br />entity not as a sub -consultant for the City of Ellensburg. Mark <br />Cook commented that the City of Ellensburg submitted an application <br />for the well project that was funded by Conference of Governments <br />(COG). Mark Cook stated that in the agreement it states that the <br />County can grant written consent for subcontract situations and <br />staff is looking for direction on how to proceed. Discussion was <br />held. Staff was directed to take the issue back to COG for <br />discussion and forward COG's recommendation to the Board for <br />consideration. <br />REQUEST FOR ROAD VACATION OF BLOCK 15 OF SOUTH ADDITION - ROSLYN <br />Mark Cook reported that an application for a road vacation was <br />received to vacate a portion of an alley in Roslyn. Mark Cook <br />stated that he discussed the vacation with staff and sees no issues <br />in granting the vacation. Mark Cook added that a record of survey <br />will be done by the County Surveyor to capture the vacation. <br />Discussion was held.
