Kittitas County Flood Control Zone District Advisory Board Questionnaire
6. We will need to prioritize flood projects in each commissioner district. Have
you worked in a team environment in the past? If so, please elaborate.
I regularly represent my employer on various work groups, committees, etc.
to balance multiple priorities and interests. These efforts typically involve a
combination of technical, regulatory, political, and funding issues and nearly
always involve compromises by multiple parties. A substantial part of this
work recently is comprised of my involvement in the Yakima Basin
Integrated Plan (YBIP), where I serve on the Water Use, Habitat, and Lower
River subcommittees and serve as an alternate on the Workgroup and
Executive committee.
Earlier in my career, I led a team of six environmental professionals within
Snohomish County Public works, regularly working with leads of other
groups (e.g. Engineering, Construction, Right -of -Way, Surface Water
Management) to ensure that we were effectively working across disciplines
to serve the interests of the county.
7. Can you be fair and unbiased when it comes to selecting projects?
Yes. An important precursor to demonstrating fairness will be establishing
clear and transparent criteria for selecting projects and vetting those criteria
appropriately. In that way, we will be able to ensure that we are selecting
projects that fit the FCZD's priorities and we can be held accountable when
projects are selected.
As an example, in 2012, I worked as part of a four person team to rewrite the
scoring criteria for the YBFWRB Technical Advisory Group to review and
evaluate funding proposals. The effort was necessary in light of concerns
regarding inconsistent and biased project reviews. Through our work, we
were able to increase scoring consistency, increase transparency and reduce
the perception of hidden biases that some project advocates held.
