M <br />• <br />environmental consulting <br />After reviewing the anticipated scope of the current project, Fulcrum proposes to complete inspection for <br />asbestos containing materials (ACM), lead containing materials (LCM), lighting and electrical components <br />(LEC), and refrigerant containing systems (RCS). <br />Asbestos Containing Material Identification <br />Fulcrum proposes to complete an inspection for asbestos containing materials. Asbestos inspections <br />completed prior to renovation or demolition requires a more intrusive search for ACM than an Asbestos Hazard <br />Emergency Response Act (AHERA) inspection. In addition to the AHERA requirements, the initial inspection <br />and report will comply with Washington Labor and Industries, Division of Occupation Safety and Health <br />(DOSH) Washington Administrative Code (WAC) 296-62-077 requirements, the Occupational Safety and <br />Health Administration (OSHA) 29 Code of Federal Regulation (CFR) 1926.1101, and the National <br />Emissions Standard for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61. Based on our experience <br />with similar projects, the following assumptions are inherent in arriving at our fee estimate: <br />1. The asbestos inspection will be conducted by an AHERA accredited Building Inspector(s) <br />(regulatory requirement). <br />2. A minimum of three (3) samples analyzed as non -detect for asbestos will be required to document <br />a suspect material is non -ACM. <br />3. Approximately 10 percent of all suspect ACM samples will be submitted to a second laboratory <br />for duplicate analysis as a part of project Quality Assurance/Quality Control (QA/QC) <br />4. No roofing samples will be collected during this inspection. <br />5. Equipment systems will be visually inspected for suspect materials; however, Fulcrum will not <br />dismantle equipment to determine if suspect ACM are present in interior components. <br />6. Results will be summarized in the Hazardous Building Materials Inspection report. <br />Fulcrum estimates that 80 to 100 samples of suspect asbestos materials (up to three layers) will be required to <br />complete the inspection. Samples will be submitted for analysis by polarized light microscopy (PLM) <br />Environmental Protection Agency method 600/R-93/116. Fulcrum will request that the laboratory analyze <br />submitted ACM samples with a 5 -day turnaround time. <br />Lead Containing Materials Identification <br />Fulcrum will utilize an X -Ray Fluorescence (XRF) instrument to directly analyze the concentration of lead in <br />the selected painted or coated surfaces to assess the consistency of lead paint concentrations prior to paint <br />sample collection. The direct reading XRF instrument allows a quick non-destructive assessment of paints that <br />on the surface appear similar, but could have variable lead concentrations in underlying paint layers. The XRF <br />analysis will be also be used to determine locations that have high concentrations of lead.
