' o <br />FU- RUM <br />environmental consulting 0 <br />September 4, 2018 <br />Kittitas County <br />Attn: Patti Johnson <br />205 West 5`" Avenue <br />Ellensburg, Washington 98926 <br />RE: Hazardous Building Materials Inspection Proposal <br />Former Rodeo BoWling Building, 830 North Poplar Street, Ellensburg, Washington <br />Dear Patti: <br />Thank you for the opportunity to present this professional services proposal to complete a hazardous <br />building materials (HBM) inspection of the former Rodeo Bowling building located at 830 North Poplar <br />Street in Ellensburg, Washington. Fulcrum Environmental Consulting, Inc. (Fulcrum) understands that <br />Kittitas County (County) acquired in 2015 and building has been unused since acquisition. The building <br />was constructed in 1958 and is approximately 15,221 square feet in size. The County recently had the <br />existing roofing system replaced. <br />Fulcrum understands that the County desires to remove interior features to provide for future reuse. The <br />presence and nature of identified HBM will assist the County in determining when and by whom interior <br />demolition activities will be completed. As a result, Fulcrum's HBM inspection will only include interior <br />building components. Additionally, the existing restrooms were recently renovated and will not be included <br />in Fulcrum's inspection. <br />Scope of Work <br />Initial HBM identification inspections consist of three separate tasks of investigation: an initial inspection, <br />a design inspection, and construction inspection, that includes sampling completed during abatement, <br />renovation, or demolition. The purpose of the initial inspection is to complete comprehensive investigation <br />and sampling of suspect HBM. Typically, initial inspections are limited to minimally intrusive <br />investigations as the structures often continue to be used and occupied. Initial surveys provide a basis for <br />60 percent (%) complete conceptual design and preliminary project budgeting. <br />As renovation design is finalized and resultant damage is more agreeable, an intrusive design survey is <br />completed. The purpose of the design inspection is to clarify HBM status and location; assess potential <br />hidden conditions; and is typically completed as a part of project specification and abatement design. If <br />additional suspect HBM are identified, samples are collected and results integrated into the inspection <br />report. <br />While the initial inspection and design inspection are intended to identify all materials present, additional <br />suspect ACM may be identified during abatement, renovation, or demolition activities.
