Jewell called for a motion to approve Resolution 2017-142 to Award <br />the Contract for the North Fork Teanaway Road Bridge #16203 Repair <br />and Authorize the Public Works Director to Execute Said Contract. <br />Commissioner Osiadacz made a motion to approve Resolution 2017-142 <br />as presented with Commissioner O'Brien seconding the motion. <br />Motion passed. <br />UNIVERSITY WAY BRIDGE PROJECT UPDATE <br />Mark Cook commented that last year during a routine bridge <br />inspection staff found significant concrete spalling on one of the <br />bridge piers at the railroad crossing on University Way. There is <br />also concern about the number of groundhog burrows that are present <br />at both abutments. Staff had a structural engineer take a look at <br />the issues with them and agree that the burrowing is causing the <br />approach settlement. Mark Cook continued that in an attempt to <br />secure round about funding with the City of Ellensburg and Kittitas <br />County putting in $450,000.00 for that project; in exchange for <br />that Kittitas County asked the City of Ellensburg to annex that <br />portion of University Way into city limits. Staff felt that giving <br />the City of Ellensburg damaged infrastructure would not be wise and <br />went into a structural design for the bridge. Bids were then <br />solicited and the low bid was twenty five percent (250) over the <br />engineer's estimate and the bidder was nonresponsive with some of <br />the required paperwork with that bid being rejected. Staff is also <br />waiting on permits from Burlington Northern. At this time if the <br />BOCC follows staff recommendation of rejection of all bids, staff <br />will continue to pursue the permits from Burlington Northern with a <br />new bid solicitation in spring. Discussion was held regarding <br />spalling and current monitoring of the issues. No direction was <br />given. <br />HYAK DRIVE UPDATE <br />Mark Cook stated that the Public Works Department has been working <br />with the Hyak Homeowners Association for around two (2) years on a <br />variety of issues including snow removal, winter parking and <br />speeding in the community. Mark Cook spoke about the speeding <br />commenting that staff deployed a new striping plan narrowing the <br />lanes of traffic and after three (3) weeks placed traffic counters <br />conducting a speed study. This action caused numerous complaints <br />therefore deploying staff to blackout the paint stripe. This <br />action caused another issue in which a driveway was damaged from <br />the product used to black out the striping. The next option would <br />be structural efforts such as traffic islands and possibly speed <br />humps though speed humps would add issues for snow removal. Mark <br />Cook continued that crews are running out of places to put the <br />plowed snow and with I-90 construction and closures response times <br />have been hindered. Mark Cook suggested meeting with the <br />Homeowners Association to problem solve options. Discussion was <br />held with staff stating a full review of options will be done and <br />will come back to the BOCC with proposals. Further discussion was <br />2017-08-28 MINUTES <br />
