KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM August 28, 2017 <br />Board members present: Chairman Paul Jewell; Vice -Chairman Laura <br />Osiadacz; Commissioner Obie O'Brien <br />Others: Mark Cook, Candie Leader, Public Works; Four (4) Members of <br />the public <br />At 1:31 pm Chairman Jewell opened the Public works Study Session. One <br />(1) item was added under Other Business: Exit 78 Closure Times as <br />Proposed by Washington State Department of Transportation. <br />REQUEST TO APPROVE A RESOLUTION TO AMEND RESOLUTION 2017-138 <br />AWARDING THE DISTRESSED COUNTY SALES AND USE TAX FUNDING FOR <br />2018 CORRECTING THE MATCH PERCENTAGE <br />Mark Cook stated that recently Public Works brought forward a <br />resolution which followed the Board of County Commissioner's (BOCC) <br />request to adjust the City of Roslyn's request for a smaller <br />funding amount and that the City of Roslyn and City of Cle Elum to <br />provide proof of matching funds prior to the release of Distressed <br />County funding. In that action the match percentage was stated as <br />fourteen percent (14s) instead of the correct amount of thirteen <br />and one half (13.5%). The resolution being presented would correct <br />that error. Chairman Jewell called for motion to approve <br />Resolution 2017-141 to Amend Resolution 2017-138 Awarding the <br />Distressed County Sales and Use Tax Funding for 2018 Correcting the <br />Match Percentage. Commissioner Osiadacz made a motion to approve <br />Resolution 2017-141 as presented and Commissioner O'Brien seconded <br />the motion with said motion passing. <br />REQUEST TO APPROVE A RESOLUTION TO AWARD THE CONTRACT FOR THE <br />NORTH FORK TEANAWAY ROAD BRIDGE #16203 REPAIR AND AUTHORIZE THE <br />PUBLIC WORKS DIRECTOR TO EXECUTE SAID CONTRACT <br />Mark Cook stated that last fall an individual drove through the <br />downstream guardrail on the main stem Teanaway Bridge wiping out <br />the entire section. Over the winter the roadway was restricted to <br />one lane and jersey barriers in place. The repair was designed; <br />bids were solicited with two responses, with one response being <br />deemed non responsive for being submitted after the bid closing <br />time. Discussion was held regarding the cost of the bid amounts <br />submitted and the increase in contract pricing. Commissioner <br />O'Brien inquired about the accident and any potential for insurance <br />cost recovery. Mark Cook replied that the owner of the vehicle <br />claimed it was stolen and cost recovery is unlikely. Chairman <br />2017-08-28 MINUTES <br />
