Cook <br />RECOMMENDATION: <br />Informational meeting only — no recommendation required. <br />BREIFING SUMMARY: <br />• HLA draft scope of work for runway 7/25 <br />• Central Washington University 7/25 funding discussions <br />• T Hangar clean up letters <br />• Carrera Hangar Issues <br />• Gate No. 16 claim <br />• Master plan <br />• Flood alleviation plan <br />• DNR lease negotiations <br />BACKGROUND: <br />Numerous issues at Bowers Field airport have been addressed lately or are in process of <br />being addressed. The recent temporary closure of runway 7/25 has met significant <br />opposition from Central Washington University, Midstate Aviation and the local aviation <br />community in general. Recently, staff inspected our "T" hangars noting significant <br />storage materials inconsistent with our standard lease agreement requirements. The <br />Carrera hangar fire of 2016 continues creating cleanup issues. A recent claim for damage <br />resulting from the unexpected closure of gate no. 16 on a private passenger vehicle is <br />being evaluated. Our Master Plan effort is reaching conclusion. The data collection <br />phase of the airport flood alleviation plan is nearing completion. Staff has opening <br />negotiations with WA DNR regarding the terms of their land lease with the County. <br />DISCUSSION: <br />A draft scope of work, pursuant to Board of County Commission (BOCC) directive has <br />been transmitted to HLA Engineering and Surveying of Yakima, WA (attached as <br />EXHIBIT 1). Staff anticipates final fee and scope negotiations to complete by September <br />8th. 2017. 7/25 financing discussions have been set for September 15' , 2017.
