retrofitted with new doors allowing year round use. Our current track hung doors are
problematic during winter conditions. Proving the Airport Advisory Board (AAB)
recommends proceeding with the door retrofit, staff will return to the BOCC with a scope
ol' work and financing plan supporting door retrofit. As a consequence of the "I" hangar
inspection, staff sent notices of correction to lessee whose hangars contained items other
than aircraft. Lessees have been given 30 days to correct noted issues or face lease
termination. Re -inspection is scheduled for September 18, 2017. None compliant lessees
Will then be served notices of lease termination.
The destructive fire caused by IASCO to the Carrera hangar facility continues being
problematic for management staff. Last week (August 14`h) I spoke with Carrera's
property management defining the timeline for repair response (permits being pulled
from CDS). Earlier this week, a local aviator filed a complaint with the FAA regarding
Foreign Object Debris (FOD). That complaint has driven numerous electronic messages
between my office and the Seattle office of the FAA (attached as EXHIBIT 2).
A recent claim involving gate no. 16 is currently being investigated by staff. Airport gate
contractor M2 began repairs to the fence within 48 hours of notice to Public Works (PW).
Once staff fully understands the circumstances surrounding the claim, we will advise the
Prosecuting Attorney's office.
The airport Master Plan Update is nearing completion. The preferred alternative
supporting extension of runway 11 /29 was submitted to the FAA for review nearly eight
weeks ago — no response from the FAA. Staff is scheduling a meeting with Seattle FAA
in September discussing the master plan and the preferred alternative lengthening runway
11/29. We will also be discussing the status of runway 7/25 going forward.
Data collection supporting the flood alleviation plan for Bowers Field is nearing
completion. Staff anticipates final delivery of all topographic and stream cross-section
data to Watershed Science and Engineering (WSE) by mid-September 2017. We
anticipate preliminary results from WSE by mid-October 2017.
Initial negotiations with WA Department of Natural Resources (DNR) have begun.
Currently, DNR pays one cent per square foot for approximately eight acres and twelve
cents per square foot for approximately five acres. Owing to the financial impact of
moving DNR to the standard current land lease rate of twelve cents per square foot
($0.12/SF); staff is proposing the following schedule of lease increase to DNR for
consideration:
2017 biennium:
$0.03/SF (eight acres)
2019 biennium:
$0.06/SF (eight acres)
2021 biennium:
$0.09/SF (eight acres)
2023 biennium:
$0.12/SF (eight acres)
The impact of moving the eight acres from $0.01 to $0.12 is: $4,802/YR to
$42,444.86/YR.
FISCAL IMPACTS:
The cost of the third party review of runway 7/25 is not known at this time.
Page 2 of'5
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
