Cook <br />RECOMMENDATION: <br />Informational briefing only — no action required. <br />BREIFING SUMMARY: <br />• Recent actions designed to reduce speeds along Hyak Drive were not successful <br />• The striping plan was "blacked out" by a seal coat <br />o One driveway required cleaning <br />• Staff is proceeding with speed limit stenciling on the roadway <br />BACKGROUND: <br />For the past year and a half, Public Works has been working with the Hyak Homeowner's <br />Association on numerous issues of concern: speeding, snow removal and winter parking. <br />Public Works continues investing an inordinate amount of time and effort addressing <br />Hyak resident concerns. <br />DISCUSSION: <br />Long term speed control now appears to require a structural option such as physical <br />traffic islands and/or speed humps. Both options are anticipated to create winter snow <br />removal impacts. <br />Winter parking issues continue being an issue. Public Works has not invested any real <br />effort towards problem solving — given the resource infusion around the speeding issue. <br />FISCAL IMPACTS: <br />The failed stripping plan and subsequent seal coat appears to have cost the County <br />approximately S 10,000.
