these segments were not the highest, but the effective, low cost safety improvements provide <br />benefits to a number of locations, thereby improving the roadway network. <br />3. Bridge Rail Improvements <br />Due to the large number of locations needing improvement, it is cost prohibitive to provide <br />improvements for all locations in a single project. Because of this, county -wide bridge rail <br />improvements will be executed in a number of Phases. Each phase will include a number of <br />locations that are grouped by county maintenance district, and sized to be manageable projects <br />for design and construction. The phases were then ranked based on the areas that would see <br />the greatest benefit/had the highest need for improvements. The prioritized phases for this <br />project are as follows: <br />a. Phase 1— Maintenance District E <br />b. Phase 2 — Maintenance District F <br />c. Phase 3 — Maintenance District G <br />d. Phase 4— Maintenance District J <br />e. Phase 5 — Maintenance District I <br />I. Phase 6— Maintenance District H <br />g. Phase 7 — Maintenance District L <br />h. Phase 8 — Maintenance District K <br />i. Phase 9 — Maintenance District A -D <br />Although not identified through the risk-based prioritization scoring, this project is a high <br />priority for Kittitas County due to the number of locations —observed to be a high risk with <br />potential for high severity accidents, number of locations means a lot of vulnerability <br />throughout the entire county road system. The potential accidents that this project would <br />prevent are serious injury and fatal accidents. County has identified this widespread hazard <br />throughout the county and is taking a proactive, systemic approach to reduce future potential <br />accidents. <br />4. Denmark Road Safety Improvements <br />Improvement of a sharp corner with steep embankments at MP 3.57 would aid to prevent run- <br />off -road accidents on this specific road as it has a history of accidents at this location and was <br />identified on a previous safety plan. The priority level is lower than other projects because it <br />only targets a specific location and road characteristic. The county included multiple road <br />segments to provide improvements to the entire corridor, from MP 0.50 to MP 4.35 with bridge <br />rail improvements to bundle the project for efficiency and cost effective contract letting. <br />S.
