JARPA Submittal Preparation <br />a. Populate and submit one (1) JARPA application package. <br />b. Coordination with federal and/or state agencies for the following permits: <br />i. Corps 404 permit, United States Army Corps of Engineers (Assumes Nationwide <br />Permit) <br />ii. Hydraulic Permit Approval (HPA), WA State Dept. of Fish & Wildlife <br />iii. Ecology 401 permit review including development of TESC and SWPPP. <br />iv. NPDES/SWPP development <br />3. Biological Assessment <br />a. Field Reviews <br />b. Prepare one (1) Biological Assessment, assumed to be a No Effect Letter. <br />c. Provide ongoing coordination with agencies throughout the review/approval process. <br />4. Wetland Delineation and Assessment <br />a. Delineate wetlands within and adjacent to project area. <br />b. Rate and categorize impacts to aquatic resources for mitigation planning. <br />c. Provide one (1) wetland and aquatic resources impact assessment and report; GIS files of <br />wetland locations; and maps. <br />5. NHPA Section 106 Evaluation <br />a. Develop Area of Potential Effects (APE) and coordinate with SHPO. <br />b. Evaluate cultural and historic resources within the project area of effect as per Section <br />106 requirements. (Larger field and report effort due to the stream relocation). <br />6. Local Permits or Exemptions <br />a. Coordinate with Kittitas County CDS on SEPA, Shorelines, and Critical Areas <br />requirements. <br />7. Deliverables <br />a. One (1) NEPA CE and ECS Form <br />b. One (1) Section 106 Compliance Memo <br />c. One (1) Wetland and Aquatic Resources Delineation report and Impact assessment, with <br />ratings forms. <br />d. One (1) Biological Assessment (No Effect Letter) <br />e. One (1) SEPA Checklist (Unless Exempt) <br />f One (1) DARPA package for delivery to USACE, WDFW, and WDOE <br />g. Local Agency correspondence for each permit/exemption. <br />Task 06 — Structural Engineering <br />KPFF shall prepare the PS&E documents for the structural portion of the Fairview Road Culvert for <br />bidding advertisement in April 2019. Appropriate analysis and design calculations will be performed in <br />accordance with the guidelines and specifications as contained in the WSDOT Bridge Design Manual <br />(BDM) and the LRFD AASHTO Bridge Design Specifications, and the Local Agency Guidelines <br />Manual. In all cases the most current (at the time of NTP) edition, manual, guidelines or specifications <br />shall provide criteria and minimal guidelines as required to meet all FHWA funding requirements. <br />I. Contract Management and Coordination <br />a. Contract compliance and reviews. <br />b. External coordination/communication with Jacobs and County staff. <br />c. Internal Project Management. <br />
