KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STAFF REPORT <br />STUDY SESSION DATE: August 13, 2018 <br />ACTION REQUESTED: Approve the Resolution Authorizing the Chair's signature <br />on the Local Agency Federal Aid Project Prospectus for the <br />University Way and Reecer Creek Road Intersection <br />Improvement Project <br />BACKGROUND: Public Works is planning to improve the intersection at <br />University Way and Reecer Creek Road by installing a <br />traffic signal and other related improvements. The <br />intersection is currently at a Level of Service (LOS) D. but <br />transportation planning forcasts predict this intersection <br />will drop to a LOS F due to growth and development in the <br />area. <br />Public Works has secured federal funding from the Surface <br />Transportation Block Grant (STBG) program in the amount <br />of $129,750 to perform Preliminary Engineering for this <br />project. Design will be performed by the City of <br />Ellensburg through an Interlocal Agreement. <br />Construction is planned for summer/fall of 2020. Public <br />Works is preparing to commence with design work on the <br />project and is requesting the release of the federal funds for <br />the Preliminary Engineering phase. This requires the Local <br />Agency Federal Aid Project Prospectus to be signed and <br />approved by the Chair of the BOCC. <br />INTERACTION: Public Works <br />RECOMMENDATION: Motion to approve the Resolution Authorizing the Chair's <br />signature on the Local Agency Federal Aid Project <br />Prospectus for the University Way and Reccer Creek Road <br />Intersection Improvement Project <br />HANDLING: Return one (1) original to Public Works <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Sara Folk, Engineering Services Manager <br />
