P <br />Project Budget <br />At the time of this submittal, the project budget including the authorized management reserve has <br />been utilized. Note that the Task Item No 7 that was intended to provide budget for KPG support <br />during stakeholder review and roll-out of the new code has also been utilized to produce this final <br />draft as discussed and directed by the County in our May 10, 2018 meeting. Although the budget <br />for this project has been exhausted, we plan to continue providing a reasonable amount of <br />support in the form of answering questions, providing background information, etc, as the County <br />works toward adoption of the new road standards. <br />Things to Keep in Mind <br />During the outline process, sections of the code related to utilities, right-of-way, and other internal <br />processes were identified to be removed from Title 12, and in many cases, relocated to other <br />sections of the code. The current draft of the code does not address the final re -location of these <br />sections, or any revisions that the county may want to make. The sections of the existing code <br />that were identified for relocation in September of 2017 have been resubmitted here for the <br />County's reference. <br />Also note that in this final draft, we were tasked at the May 10, 2018 meeting with making <br />revisions to the TIA and concurrency chapters of the code to reflect a segment based analysis <br />rather than an intersection based analysis. Our transportation planner would like to advise the <br />County that although this is a perfectly legitimate way to proceed, the first few developers to use <br />this method will be burdened with bringing the development that was approved before the <br />adoption of the new standards into the concurrency system. This initial users of the new code will <br />require a disproportionate level of effort that will diminish with subsequent developers as time <br />goes on. The County may want to be prepared for potential complaints regarding the level of <br />effort during the transition. Also, we advise that the County request from Fehr and Peers a <br />network capacity map (daily) for all arterial roadways.
