KP'G <br />Memorandum <br />To: MARK COOK, P.E., KITTITAS COUNTY PUBLIC WORKS <br />CC: SARA FOLK, P.E., & TAYLOR GUSTAFSON, KITTITAS COUNTY PUBLIC WORKS <br />From: JOSH FEDORA, P.E, KPG, INC. <br />Date: 6/12/2018 <br />Re: AGREEMENT KCPW 2017-19ENG3, TASK ORDER NO. 02, ROAD STANDARDS <br />UPDATE, TITLE 12 KITTITAS COUNTY CODE, DRAFT NO. 5, FINAL WORKING DRAFT <br />TITLE 12 ROAD AND BRIDGE STANDARDS. <br />Project No: KPG: 16144W2 (Agreement No. KCPW-2017-19ENG3-Task Order No 2) <br />Background and Overview <br />Kittitas County Public Works tasked KPG, Inc. to develop an update to the existing Title 12, Road <br />and Bridge Standards in summer 2017. The development of these standards has undergone <br />multiple review submittals including three submittals of a code outline, and a total of five <br />submittals of the draft code (the attached submittal represents the fifth draft). The code update <br />also includes development of standard plans and typical roadway sections to support the content <br />of the updated code. <br />The original stated goals of this project included development of a "smooth flowing, <br />comprehensive set of road standards" and elimination of redundancy of information, <br />inconsistencies, contradictions, missing information, in order to produce a new set of road and <br />bridge standards that are user friendly and easy to follow. <br />Development of the Code Update <br />After completing multiple drafts of the code outline, a series of preliminary drafts were developed <br />by performing a detailed review of each section of the current Title 12 of the county code, <br />analyzing the details of that code, comparing it to other sections of Title 12 and looking for <br />contradictions, redundancy, and missing information. The code was then compared to example <br />county codes from other counties in Washington State to inform and guide additional revisions to <br />the Kittitas County preliminary draft. This process has undergone multiple iterations in order to <br />refine the content of the code update to meet the County's objectives. <br />Project Schedule <br />The County has indicated that they would like to take possession of a working draft in the spring of <br />2018.
