KITTITAS COUNTY CODE <br />OUTLINE OF CODE CHAPTERS TO BE MOVED FROM CHAPTER 12 TO CHAPTER 10 <br />In a meeting between KPG and Kittitas County in September of 2017, it was discussed and agreed <br />that the portions of the existing County code indicated below and currently located in Chapter 12 <br />should be moved to Title 10. The reasoning for this decision was based on the County's desire to <br />have Title 12 be completely reserved for topics related to design and construction requirements for <br />roads, bridges and stormwater. The meeting attendees identified the following chapters in Title 12 <br />as having to do with requirements for the use of right-of-way not the design or construction. By this <br />reasoning it was agreed that these chapters should either move to Title 10 or be incorporated into a <br />new stand-alone Title. <br />OUTLINE OF CHAPTERS TO BE DELETED FROM THE KITTITAS COUNTY CODE <br />In the same meeting noted above, it was determined by the meeting attendees that the portions of <br />the current Kittitas County code that are outlined in could be deleted completely or abridged to <br />provide only background information for citizens. For example the chapter regarding the county <br />road sanding policy or the policy for acquisition of right of way using federal funds is directly related <br />to internal Kittitas County operations and policy as well as federal requirements that are already <br />published elsewhere. It was agreed that publishing these policies as part of the County code is of <br />little value and may ultimately result in the publication of contradictory or inaccurate information in <br />the future as federal or other laws and policies are amended. <br />This list was originally developed on September 28, 2017, in response to the outline review meeting <br />listed above. It was revised slightly on June 12, 2018 to bring it up to date with the final version of <br />the final draft of Title 12 of the Kittitas County Code being submitted to the County by KPG on the <br />same day. The background paragraphs and descriptions of decisions made were also added at this <br />time for future reference as the County takes possession of the various documents associated with <br />this submittal. <br />10.00 Water on the Road (Currently Chapter 12.15) <br />10.00.000 Conduct of Water Upon or Across County Roads. <br />10.00.000 Violation — Penalties. <br />10.00.000 Damages. <br />10.00.000 Provisions Supplemental. <br />10.00.000 Severability. <br />10.00 Issuance of Permits to Perform Work on County Roads and Rights -of -Way.
