F. Any sign constructed in county right-of-way in nonconformance with these standards shall be <br />removed by the county. <br />Maintenance and replacement of warning and regulatory signs outside public right-of-way shall be the <br />responsibility of the applicant, a homeowners' association, or if there is no homeowners' association, the <br />property owners whose property abuts or has legal access to the public road system via the private road. <br />Where required by .the approved signing and striping plan, roadway striping, raised pavement markers or <br />other traffic delineators shall be installed by the applicant in accordance with the approved plans and the <br />MUTCD and be in place prior to opening the roads for use. <br />12.04.08.940 Private Signs in the Public Right of Way. <br />It shall be the policy of the county that commercial signs shall not be permitted within the right-of-way of <br />county roads. The county will remove any private or commercial signs which are found within the county <br />right-of-way. <br />Article IX. Urban Features <br />12.04.09.010 Purpose. <br />The purpose of this section is to provide the standards and criteria for the design of common urban <br />roadway features within Kittitas County in order to ensure a high level of safety, functionality, and efficient <br />maintenance of the roadway system. <br />12.04.09.020 Applicability. <br />This section applies to the design of urban features within Kittitas County. For projects that are within an <br />approved UGA, the applicable City standards shall apply. All urban roadway features shall be designed in <br />accordance with these standards and applicable WSDOT Design Manuals or AASHTO Design Guidelines <br />This section does not cover all possible urban features. Urban features that are not covered in this section <br />shall be designed in accordance with the most recent edition of the commonly accepted standards and <br />guidance that pertain to each particular feature. <br />12.04.09.030 Americans with Disabilities Act (ADA). <br />All pedestrian surfaces shall be constructed in accordance with the most current guidance for maintaining <br />compliance with the American's with Disabilities Act (ADA). At the time this was written, useful guidance <br />includes, but is not limited to publications by the Public Rights -of -Way Access Advisory Committee, <br />WSDOT Design Manual, WSDOT Field Guide for Accessible Public Rights of Way, and WSDOT Standard <br />Plans. <br />It shall be the responsibility of the applicant and the applicant's engineer to ensure that all pedestrian <br />facilities are in full compliance with the most current requirements for accessibility. <br />12.04.09.040 Pedestrian Facilities. <br />Title 12 Kittitas County Code I Draft No. 5 — Working Draft for Adoption 6/12/2018 <br />71 <br />
