7 Gated access to commercial, residential, or industrial projects requires a traffic review to <br />determine an appropriate stacking distance. The stacking distance shall be based on vehicle <br />length, access street classification, and entering volumes in the p.m. peak hour. <br />C. A gate shall be treated as a dead end road. A turnaround per KC Standard Plans and KCC <br />12.04.04.090 may be required to allow for an adequate turnaround before the gate. <br />12.04.08.120 Gateway Monuments and Signs <br />Where monuments and gateway signs are provided for residential, commercial, industrial, or any other <br />type of development, the signs should be designed to provide information for the benefit and <br />convenience of the traveling public and should not detract from the quality of the surrounding <br />environment. Signs should complement and characterize the environment in which they serve to give their <br />respective areas a unique and pleasing quality. All elements of the monument or sign shall be located <br />outside of the public right-of-way and shall not limit required turning radii, limit sight distance, and shall <br />meet the clear distance requirements set forth in the WSDOT Design Manual and these standards All <br />monument signs and associated materials shall be designed to ensure positive roadway drainage, avoid <br />ponding and puddles, keep the roadway clean and free of debris, and accommodate effective and efficient <br />snow removal. All gateway monuments and signs shall be subject to approval by the County Engineer. <br />12.04.08.130 Road Signs and Traffic Control Devices. <br />Road signs, traffic control devices, and pavement markings shall be designed and constructed according to <br />the following standards and criteria: <br />A. Unless otherwise approved by the County Engineer, the applicant shall be responsible for <br />fabrication and installation of all required warning signs and regulatory signs within public or <br />private right-of-way in unincorporated Kittitas County. <br />B. The county will assume maintenance responsibility for all county road name signs, warning signs <br />and regulatory signs within the county right-of-way after the County e=ngineer's approval of the <br />sign(s) and sign installation. <br />C. The applicant and the applicant's successors shall be responsible for installation and maintenance <br />of all signs along the applicant's private roads, including private road name signs and all warning <br />and regulatory signs. <br />D. All required signs must be installed prior to final county approval and opening of roads for use. <br />E.
