K1T`I ITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: April 9, 2018 <br />TOPIC: FAA DBE Policy for Bowers Field <br />ACTION REQUESTED: Support Legal Review <br />LEAD STAFF. <br />Mark R. Cook <br />RECOMMENDATION: <br />Support legal review of the current FAA DBE Policy for airport sponsors. <br />BRIEFING SUMMARY: <br />• Our current DBE is expiring <br />• The new model DBE policy contains additions not previously reviewed by legal <br />• 'the new model, along with the old model, have been sent to legal for review <br />BACKGROUND: <br />Our current FAA Disadvantaged Business F.uterprise (DBE) policy for Bowers Field is <br />expiring. FAA is making available a new model policy that contains slight additions to <br />the existing policy adopted by the Board of County Commissioners (BOCC). <br />DISCUSSION: <br />Staff has compared the new model policy with the current policy and has identified a <br />handful of additions scattered throughout the document. While none appear to be overly <br />onerous, staff believes legal should evaluate in the best interest of the BOCC. A copy of <br />the current policy, and the new model policy, has been sent to legal for evaluation. We <br />are being pressured by the FAA to adopt the new policy prior to grant award of the <br />I?nvironmental Assessment (EA) for Bowers Field. <br />In a related action, we are applying to WSDOT Aviation for a 15% grant match for the <br />cost of the I:A expected is in the 5300.000 range. <br />FISCAL, IMPACTS: <br />Match obligation for the EA is expected to be $15.000 —providing WSDOI' Aviation <br />funds S 155.000. <br />AT'I'ACTIMENTS: <br />None. -- <br />Page 1 of] <br />PUBLIC WORKS BOARD Or COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
