KITTITAS COUNTY
DEPARTMENT OI= PUBLIC WORKS
PUBLIC WORKS—BOARD OF COUNTY CONI,MISSIONERS
STUDY SESSION STAT' F REPORT
STUDY SESSION DATE: April 9, 2018
TOPIC: Response to the offer to land swap Public Works
real estate in Lipper County
ACTION REQUESTED: Reject the offer to land swap Public Works real
estate in Lpper County
LEAD STAFF:
;Mark R. Cook
RECOMMENDATION:
Reject the offer to land swap Public Works real estate in Upper County,
BRIEFING SUMMARY:
• Mr. Doug Weis has proposed a land swap for Public Works six acres (*/-) along
No. 5 Mine Road in Cie Flum
• The Board of County Commissioners declined the offer
• The Board subsequently agreed to meet onsite
• The Board is now formally responding to the offer following the site visit
BACK6ROI ND:
In early February 2018, the Board of County Commissioners (BOCC) responded to an
offer from Mr. Douglas Weis to trade twenty (20) acres of land near Public Works six (6)
acres 1/- of land located along No. 5 !Mine Road in Cie Elum. The Board received a
response from Mr. Weis dated February 15, 2018 (EXHIBIT 1). Following receipt of'
that letter, the Board agreed that Commissioner Osiadacz and the Director of Public
Works meet on site with representative of Mr. Weis touring the proposed land for land
swap.
DISCUSSION:
On Friday, March 16, 2018 we met with representative of Mr. Weis touring the land
proposed for land swap. Nearly all of the twenty acres are impacted by coal mine tailing.
In addition, the only buildable area on the site is burdened by three separate easements
across the parcel. Additional land beyond the proposed site creates significantly more
cost in utility and road construction. At the conclusion of the meeting, we declared our
non-interest in the proposed land swap.
Staff has prepared a letter responding to the proposed land swap for BOCC signature
(EXHIBIT 2).
Page 1 of d
PUBLIC; WORKS BOARD OFCMNTY IX)MMISS[ONLRS WORK SESSION S] AFPRF.PORI'
