Operators of regulated small MS4s listed in S 1.D.2.a do not need to <br />submit a new application to be covered under this permit. <br />C. For operators of regulated small MS4s listed in S1.D.2.a, coverage under <br />this permit is automatic and begins on the effective date of this permit, <br />unless the operator chooses to opt out of this General Permit. Any operator <br />of a regulated small MS4 that is opting out of this permit shall submit an <br />application for an individual MS4 permit in accordance with 40 CFR <br />122.33(b)(2)(ii) no later than the effective date of this permit. <br />d. Operators of regulated small MS4s which want to be covered under this <br />permit as Co -Permittees shall each submit a NOI to Ecology. <br />e. Operators of regulated small MS4s which are relying on another entity to <br />satisfy all of their permit obligations shall submit a NOI to Ecology. <br />f. Operators of small MS4s designated by Ecology pursuant to S 1.B.3 of this <br />permit shall submit a NOI to Ecology within 120 days of receiving <br />notification from Ecology that permit coverage is required. <br />Application requirements <br />a. For NOIs submitted after the issuance date of this Permit, the applicant <br />shall include a certification that the public notification requirements of <br />WAC 173-226-130(5) have been satisfied. Ecology will notify applicants <br />in writing of their status concerning coverage under this permit within 90 <br />days of Ecology's receipt of a complete NOI. <br />b. Each Permittee applying as a Co -Permittee shall submit a NOI provided in <br />Appendix 5. The NOI will clearly identify the areas of the MS4 for which <br />the Co -Permittee is responsible. <br />c. Permittees which are relying on another entity or entities to satisfy one or <br />more of their permit obligations shall include with the NOI a summary of <br />the permit obligations that will be carried out by another entity. The <br />summary shall identify the other entity or entities and shall be signed by <br />the other entity or entities. During the term of the permit, Permittees may <br />terminate or amend shared responsibility arrangements by notifying <br />Ecology, provided this does not alter implementation deadlines. <br />d. Secondary Permittees required to obtain coverage under this permit, and <br />the Western Washington Phase Il Municipal Stormwater Permit or the <br />Phase IMunicipal Stormwater Permit may obtain coverage by submitting <br />a single NOI. <br />Eastern Washington Phase II Municipal Stormwater Permit —,4 ugust 1, 2014 <br />Page 5 <br />
