REQUEST TO AUTHORIZE CHAIR SIGNATURE ON THE YAKIMA BASIN <br />INTEGRATED PLAN REQUESTED LETTER OF COMMITMENT FOR LAND <br />ACQUISITION <br />Mark Cook stated that he is presenting a letter of commitment <br />for property acquisition near Hansen Pits. Staff has spent <br />approximately six (6) weeks working with the Yakima Basin <br />Integrated Plan (YBIP) Habitat Subcommittee (HS) lead staff <br />working on the terms of the letter. There is twenty (20) acres <br />immediately south of Hansen Pits that is currently leased to <br />Twin City Foods supporting land application of waste water <br />effluent. Mark Cook continued that the letter eliminates hard <br />performance requirements on the part of the County allowing <br />actions by others in the absence of County funding. Staff and <br />YBIP HS are in agreement on restricting portions of the acquired <br />lands for habitat restoration consistent with reserving lands <br />for future use by Twin City Foods should the need arise. <br />Discussion was held. Commissioner Jewell moved for a motion <br />authorizing signature on the Yakima Basin Integrated Plan <br />Requested Letter of Commitment for Land Acquisition. <br />Commissioner O'Brien seconded the motion.. Motion carried 3-0 <br />RUNWAY 7/25 FORM 7480 <br />Mark Cook gave background on the closure of Runway 7/25 and <br />after multiple months of discussion the Federal Aviation <br />Administration (FAA) Form 7480 is ready to be filed. Mark Cook <br />continued that staff has met with Central Washington University <br />(CWU) and the FAA with several concerns from CWU being <br />addressed. Mark Cook added that the current NOTAM for Runway <br />7/25 is set to expire March 31, 2018 and the FAA is anticipating <br />the Form 7480 to be submitted. Mark Cook stated that he would <br />like to file the Form 7480 on Thursday after the Airport <br />Advisory Committee meeting to give them prior notice of the <br />filing. Discussion was held with Commissioner Jewell adding <br />that he has been working with staff and CWU on all issues <br />regarding Bowers Field with three (3) meetings being held last <br />week. Commissioner Jewell moved for a motion authorizing staff <br />to prepare the Form 7480 and file said form after the Airport <br />Advisory Committee meeting to be held on Wednesday. <br />Commissioner O'Brien seconded the motion.
