REQUEST TO APPROVE A RESOLUTION AUTHORIZING PLACEMENT OF AN <br />INFORMATIONAL KIOSK AT THE END OF COVE ROAD ON COUNTY RIGHT OF <br />WAY FOR THE MANASTASH RIDGE TRAIL <br />Lucas Huck reported that he has been working with the Manastash <br />Ride Trails Planning Coalition on a request to place an <br />informational kiosk at the end of Cove Road. Lucas Huck <br />continued that staff reviewed the requested location and has <br />concluded that it does not impede snow removal and routine <br />maintenance operations, hinder existing utilities and meets <br />clear zone safety requirements. Lucas Huck added that Kittitas <br />County Code 12.50 prohibits commercial signs within County Right <br />of way and is seeking Board of County Commissioner approval to <br />allow for the installation of said kiosk as it is not believed <br />to be of commercial use and supports recreational opportunities. <br />Discussion was held. Commissioner Osiadacz called for a motion <br />to approve Resolution 2018-048 Authorizing the Placement of an <br />Informational Kiosk at the end of Cove Road on County Right of <br />Way for the Manastash Ridge Trail. Commissioner O'Brien moved <br />for a motion with Commissioner Osiadacz seconding the motion. <br />Motion carries 2-0. <br />SNOW BLOWER ACQUISTION DISCUSSION <br />Mark Cook reported that recently the Maintenance Manager for <br />Public Works had been informed of the possible surplus of a snow <br />blower currently owned by the City of Yakima. Mark Cook <br />continued that staff inspected the unit and appears to be in <br />good shape with minimal use and is similar to current equipment <br />used by Public Works' crews. Mark Cook added that staff would <br />like to proceed with negotiating a purchase price and while the <br />blower is not budgeted in the current budget cycle, there is <br />enough in the fund to cover the cost. Discussion was held. <br />Commissioner O'Brien made a motion to authorize the purchase, <br />Commissioner Osiadacz seconded the motion. Motion carries 2-0. <br />Staff was also directed to see if a budget amendment is <br />necessary with the Auditor's office. <br />NEW FEMA FLOOD MAPS FOR KITTITAS COUNTY DISCUSSION <br />Mark Cook gave background on the topic stating that the FEMA <br />flood study for Kittitas County began in 2010 with draft maps <br />being rejected by County staff in 2012. In 2015, Public Works <br />reconnected with FEMA and offered to proceed with a limited <br />remapping effort. At the time the briefing was prepared the new <br />maps were to be released on March 9, 2018. However, the date <br />has been pushed back to March 26, 2018.
