County • City of Cie Elum • City of Ellensburg • City of Kittitas • City of Roslyn - Town of South Cie <br />Elum <br />KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />Regular Meeting Minutes — March 15, 2017 at 6 p.m. <br />Call to Order <br />The meeting was called to order at 6:00 p.m. <br />Il. Roll Call <br />Those present: Mary Morgan, Jay McGowan, Laura Osiadacz, John Camarata, Jim <br />DeVere, Steve Sowers, Mitch Long <br />Also present: Doc Hansen-Kittitas County Community Development Services -Planning <br />Official, Kathy Boots -Clerk, Dan Carlson-Kittitas County Community Development <br />Director, Chelsea Benner-Kittitas County Community Development Planner, and Angela <br />San Filippo -City of Ellensburg Planner <br />Those absent: Geoff Scherer, Ken Ratliff, Lou Whitford, Andy Januszkiewicz, Jerry <br />Pettit, Bruce Tabb <br />Ill. Correspondence- None <br />IV. Minutes <br />I. Laura Osiadacz motioned to approve minutes from 2-15-2017 as presented. Mary <br />Morgan seconded the motion. The motion passed with a 7-0 vote. <br />V. New Business <br />1. Angela San Filippo (City of Ellensburg Planner) informed the group of the City of <br />Ellensburg Housing Needs Assessment that is completed. The assessment is on <br />their website. BERK Consultants assisted with the assessment. The City did their <br />own surveys in addition to using State and National data. The City of Ellensburg <br />determined there is a lack of affordable housing. <br />A. The Homeless and Affordable Housing Committee were informed about the <br />assessment. The Homeless committee would like to know data for each city so <br />that it can be determined where affordable housing and funding are most <br />needed. <br />B, The City of Ellensburg can look at land use and incentives but it is up to the <br />community to seek the resources. <br />C. Roslyn is considering options for people that work in Roslyn so that they don't <br />have to commute to work. Roslyn is working on a moratorium on vacation <br />rentals by home owners. They are hoping to hold off on issuing new business <br />licenses for new applicants while issues are being addressed. Roslyn is not <br />receiving motel/hotel tax on most rentals by home owners, life and safety issues <br />
