around the number of individuals renting houses, and parking are issues that
need to be addressed.
D. Laura Osiadacz stated she did a search of house rentals within individual cities
and found approximately 140 for the County. Other counties were mentioned.
E. Roslyn may consider smaller lots and density to increase housing options.
2. Jim Armstrong with the Kittitas County Chamber of Commerce spoke representing the
City of Ellensburg. A Chamber of Commerce letter and email were disbursed. Jim stated
that COG approved funding last year for Roof Replacement at the City of Ellensburg
Business Incubator. The bid came in below the funding granted. The City would like to
use the surplus of funding approved to buy new swamp coolers. The current swamp
coolers are leaky. The swamp coolers are part of the roof and to replace them at this
time is more cost effective. Opening up the new roof in the future to replace the swamp
coolers of a different size will cost more.
A. Jim DeVere motioned to allow the City of Ellensburg to use the surplus of .09
funds granted previously to go towards new swamp coolers. Mary Morgan
seconded the motion. The motion passed with a 7-0 vote.
VI. Old Business
1. Review of A9 fund emergency application for the City of Cie Elum (new bathroom)
A. Cie Elum Downtown Bathrooms Restoration Project Emergency Fund
Application was disbursed and reviewed. The need of a new roof and sky
lights was discussed. The balance of allocated funding for the .09 funds was
discussed. Current numbers were brought last month but not this month.
B. Mary Morgan motioned to approve the extra funding for the Cie Eium
Downtown Bathrooms. Jim DeVere seconded the motion. The motion passed
with a 7-0 vote.
1. Employment projection
A. Doc Hansen recapped the results of the last meeting. Kittitas County
Population and Employment Allocations for 2037 hand out was distributed.
The previously agreed upon population numbers were sent back to BERK.
BERK used the current estimate and prorated it back to 2015 to get the
current numbers. The Board of County Commissioners was presented the
employment numbers and the 80/20 split and were satisfied.
B. Jim DeVere motioned to recommend approval to the Board of County
Commissioners adopt the population employment allocation numbers for
2037. Mary Morgan seconded the motion. The City of Roslyn expressed
concern over the motion. Roslyn is in favor of the employment allocation
projection but wants the motion to be clear that they are not in favor of the
population allocation as previously voted on. Jim DeVere amended the
motion to reflect Roslyn's concern about the columns that address the
population allocation and recommend adoption of the employment
allocation numbers. The 80/20 employment split is also included in the
recommend for approval by the Board of County Commissioners. The motion
passed with a 7-0 vote.
