In further analyzing the economic impact of the project totality {5250,000 est.}, An economic <br />development analysis prepared in 2013 for the Transportation Regional Board. The study, prepared by <br />Timothy J. Gates Ph.D., P.£., P.T.O,E., et all, both quantitatively and gualititativcly analyzed the <br />economic benefit of public rest areas (restroom facilities) along limited access highways and state <br />routes_ The study found that " Public rest rooms along limited access freeways and h ighways (of <br />which first Street SR 903 is one) allow access to an essential public facility. Furthermore the study <br />created an economic methodology to examine a "broad range of benefits associated with public <br />restrooms" including; travel diversion benefits, comfort and convenience benefits, and increased <br />tourism spending. <br />The Study determined a cost benefit ration of between 1.24 to 5.89 with an average of 3.36 for each <br />dollar invested. Similar facilities with a immediate tourist /activity locus ranged from 1.10 to 7.02 with <br />An average of 4.0. As an interesting note the study also analyzed the cost savings to communities by <br />vehicle crash/accident avoidance by having drivers who have access to urban rest/restroom facilities <br />versus those who don't, but that economic date is excluded from consideration in our monetary <br />analysis. <br />Using the studies traveler center average calculation of 4.0, the investment can result in a 1 -million <br />dollar mtum on the life of the project by new tourism/economic development activity created. <br />According to local business surveyed between 30 and 50 percent of their costs are labor_ 30% to 404Y, <br />or $300k to S400K, would result in IC jobs over the project life. <br />1, Transportation Regional Board Annual Meeting (2013).
